Mooresville Planning Commission Meeting Minutes May 13, 2021 <br />Members: Mark Taylor, Josh Brown, David Sadler, Beth Copeland, Mike Young, Jeff Dieterlen, <br />Mike Young opened the meeting at 6:30 with a call for a motion to approve corrected minutes from <br />January through April. Jeff Deiterlen made the motion to approve, and Mark Taylor seconded, and the <br />motion passed unanimously. Mike Young introduce the first item on the agenda which was a replatting <br />at Woodside Drive. <br />John Larrison of Holloway Engineering described that the Abney family wished to build a pole barn on <br />Lott on the site of an existing shed at the end of a gravel lane. The Abney family lives on Lott, Mrs. <br />Abney's brother lives on Lott, and the extended family owns east and west adjoining lands. They are <br />requesting a "bump out" of a small rectangular piece of land 80 feet long and 18 feet wide. They have <br />shortened access and utilities by 48 feet to allow barn to be built. At the north edge of the barn is a <br />drop-off and is in flood plain, or the request to replat would not be necessary. Mike Young called for a <br />motion and David Sadler made the motion to approve the replat and Jeff Deiterlen seconded, and the <br />motion was passed unanimously. <br />Mike Young next called for review of a zone map at 136 East Harrison. John Larrison of Holloway <br />Engineering representing his client Keyswap Realty, described the property as just south of Shell/Circle K <br />and west of Karr's automotive. To the west is a parking lot for old Labco building. He stated this is a <br />very old house and garage owned by Wrightsman family which was rezoned before house and garage <br />were removed. This lot has not been used as I. for the last 60 years has had a residence and garage. His <br />client would like to rezone to R2 and build a 2 -family dwelling. A 2 -family dwelling can fit on 13,600 SF <br />lot. Mike Young asked for the size of the building to be constructed and Mr. Larrison stated that there <br />would be 1305 SF each floor which is considerably over minimum. Jeff Deiterlen asked if a variance <br />would be requested, and Mr. Larrison stated that no, a single story 2 family dwelling could be <br />constructed adequately on the site. Mike Young asked about parking for the structure and Mr. Larrison <br />responded there were 4 spaces planned on each end, which meets the 3 -bedroom requirement. Mike <br />Young called for a motion and David Sadler made the motion to approve the rezoning, and Jeff Deiterlen <br />seconded, and the motion was passed unanimously. <br />Mike Young called for the next agenda item which was approval of a development plan for the Flagstaff <br />business park. Steve Brehob of Banning Engineering detailed the plan of Reconserve of Indiana which <br />will build on vacant lot 15 at the north end of Hansel Circle. The plant will be 35,000 SF on a large lot. <br />Reconserve turns bread products into livestock feed in plants all over the US. They have an extreme <br />need for a plant in Indiana, as they are currently collecting expired bread products in Indiana and <br />shipping to plants in Illinois and Ohio for processing. This new plant will create 15 new fulltime jobs for <br />Mooresville. Mark Taylor asked if there were any toxins produced by the process, and Mr. Brehob <br />responded that no toxins were present unless they were in the recycled bread products. Jeff Deiterlen <br />asked if a pipeline and easement go across property and if these meet buffer requirements. Mr. Brehob <br />responded that traffic to and from the plant will come off Hansel road, and that encroachment <br />agreements may be required, but that Banning Engineering and Reconserve can work around it. Mark <br />Taylor made the motion to approve the development plan and Josh Brown seconded. The motion was <br />passed unanimously. <br />
