MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />Thursday, May 6, 2021 6:OOpm <br />Mooresville Government Center <br />Commission Members present: Dustin Stanley, Ryan Taylor, Dana Heidenreich, Brian Culp and Virginia Perry. <br />School representative Dr. Larry Moore was absent. Redevelopment Commission Attorney Adam Steuerwald was <br />present. Project Manager Chelsey Manns was in attendance. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Minutes were presented from the April 1 Public Meeting. Commissioner Perry made the motion to <br />approve the minutes. Commissioner Heidenreich seconded the motion, which carried S-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the motion to <br />approve the financials as presented. Commissioner Taylor seconded the motion, which carried 5-0. <br />Annual report — Jason Semler from Baker Tilly presented the TIF report, which summarized activities in the TIF <br />allocation areas as well as historic and expected tax income and expenditures. Commissioner Taylor made a <br />motion to accept the report. Commissioner Perry seconded the motion, which carried 5-0. <br />Mooresville Business Center Update: <br />Merrian and Bethel Road Update: Still no invoice for Crider and Crider. Many of the punch list items have been <br />completed, but they are likely consolidating all the billing until the end. Still waiting for repair of sewer, but the <br />ground has been too wet. <br />Shell building update: Steel needed for northern portion of windows. Covid has caused delays of steel. <br />Commissioner Perry requested information on where steel is being ordered from. They intend to paint, but they <br />need enough days when ground is dry enough to drive trucks. Expected to pour docks in the next week. There <br />are leads for a company to purchase the shell building, nothing substantial. <br />Nice -Pak Update: Attorney Steuerwald had a call with them earlier and they are hoping to finalize timeline soon. <br />Bond Refund (refinance) update: Bond was sold and closed on the morning of May 6. <br />Legal/Managerial Update: State legislative session ended and there were several items affecting <br />redevelopment commissions. One law banned pancake TIES; another changed June 15 reporting requirements <br />so they will be uploaded by county auditor. A third law requires bodies to create their own rules for electronic <br />meetings. <br />Commissioner Perry made a motion instructing Attorney Steuerwald to create a policy for electronic meetings. <br />Commissioner Culp seconded the motion, which passed 5-0. <br />Manns gave a report on trees that were removed as part of the High Street project by the Indiana Department <br />of Transportation. Commissioners Perry and Heidenreich asked Manns to get clarity from INDOT on whether the <br />town can replace some of the trees once the project is complete. <br />
