August 20, 2019 <br />The Mooresville Town Council met in regular session on Tuesday, August 20, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Town Council members present were: Tom Warthen, David Rogers, Jessica Hester, Dustin Stanley, and <br />Mark Mathis. No council members were absent. Town Attorney Mel Daniel was present. <br />Tom Warthen gave the prayer. <br />A motion was made by Councilman Stanley with a second by Councilman Mathis to approve minutes of <br />July 16 meeting. Motion carried 3-0, Council members Rogers and Hester abstained. <br />A motion was made by Councilman Stanley with a second by Councilman Hester to approve minutes of <br />August 6th meeting 3-0. David Rogers and Mark Mathis abstained. <br />New Business: <br />Brad Yarnell, Interim Police Chief, came before the council to request 5 new police cars in 2020. The <br />2019 cars were $31,000 each. <br />Council President Warthen commented he didn't want to get away from the car rotation. The cars the <br />police have now say they get 17 miles per gallon. The cars have to keep idling so cuts that down to 9-12 <br />miles per gallon. The new models for 2020 advertise 24 miles per gallon. Council President Warthen is <br />concerned about a new model year. <br />Councilman Rogers commented he wants to continue to do what the council has been doing with <br />explorers in rotation. <br />Councilman Mathis commented he was not ready to decide yet. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to allow Brad Yarnell to <br />get pricing on new cars and trade-ins. Motion carried 5-0. <br />Police Commissioner Danny Lundy requested that the new HR firm be used to select a police chief. To <br />turn this over to a third party to check all those boxes would be the more fair way. <br />Council President Warthen commented the 100's on the budget were kept separate and there was more <br />than enough money to cover HR cost. First find out how large of an advertisement they are going to <br />want. If hiring takes over five months the money can be encumbered to 2020. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve the police <br />commission hiring the HR company at a cost not to exceed $12,000 paid from the fuel line item in.the <br />2019 budget. Motion carried 5-0. <br />Councilman Stanley gave an update on the Baby Box. The goal is two thirds of the way there. <br />Councilman Stanley set up two donation locations, one at Mayfield Insurance and one at Clerk - <br />Treasurer's office in the Government Center. <br />No Unfinished business <br />Other business: A motion was made by Councilman Stanley with a second by Councilman Rogers to <br />approve payment # 2 for the secondary Clarifier from Thienemen Construction in the amount of <br />$143.830.80. Motion carried 4-1, Councilman Mathis opposed. <br />Legal: Attorney Daniel had Resolution 10, 2019 to vacate an alley advertisement for public hearing on <br />September 3, 2019. This alley is between two parcels owned by the VFW. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve the <br />-- Resolution 10, 2019 public hearing advertisement. Motion carried 5-0. <br />Public Comments: Anthony from the Mooresville -Decatur Times told everyone this was his last week <br />with the newspaper. He will be missed. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve payment of <br />the claims in the amount of $962,494.50. Motion carried 5-0. <br />There being no further business before the council at this time a motion was made by Councilman <br />Stanley with a second by Councilman Rogers to adjourn the meeting. Motion carried 5-0. <br />
