November 5, 2019 The Mooresville Town Council met in regular session on Tuesday, November 5, 2019, at 6:30 P Mat the Mooresville Government Center. Council members present: Tom Warthen, Mark Mathis, David Rogers, Dustin Stanley, and Jessica Hester. No one was absent. Town Attorney Mel Daniel was present. Tom Warthen gave the prayer. A motion was made by Councilman Rogers with a second by Councilman Stanleyto approve October 15 minutes with changes: adding Company names of Integrity, TOA USA, and TOA USA to their Confirmatory Resolution motions, changing spelling of the Indian's name and tribe, and instead of park paving it is Cemetery paving. Motion carried 5-0. New Business: Public Hearing opened for RDC Confirmatory Resolution. No one from the public or Town Council spoke. A motion was made by Councilman Rogers with a second by Councilman Mathis to close the public hearing. Motion carried 5-0. A motion Was made by Councilman Mathis with a second by Councilman Stanley to approve RDC Resolution #21 Confirmatory Tax abatement. Motion carried 5-0. Next Kenny Johnson, Landersdale Road, Madison Township appeared before the _council requesting to hook on to the wastewater. Mr. Johnson is not opposed to annexation. Some options were discussed and Councilman Rogers with a second by Councilman Stanley made a motion to table to the Nov. 19th meeting. Motion carried 5-0. Jeff McKinney was next on the agenda, with a request to park State equipment on corner lot of St Rd 67 and St. Rd 144 while the state worked on St. RD. 67 but he was not present. A motion was made by Councilman Mathis with a second by Councilman Rogers to not allow equipment on that lot should a request be made. Motion carried 5-0. Next, a resolution to add a PERF covered position. A fireman has been hired as a fire investigator but he has already retired on the 1977 pension plan. A motion was made by Councilman Stanley with a second by Councilman Rogers to table this to November 19th meeting.. Motion carried 5-0. Brian Moench appeared before the council requesting a rezone for storage units from Agriculture to B-3, only for storage, on State Road144. The Plan Commission gave a favorable recommendation and sent to the Town Council. A motion was made by Councilman Mathis with a second by Councilman Rogers to approve the Plan Commission's recommendation for B-3 zoning. Motion carried 5-0. Wastewater Rate Study: Scott Miller and Mitchell Ashwiller from BakerTilley Municipal Advisors LLC took the Town Council thru the report. The council also wants to look into pool and irrigation in the summer. A motion was made by Councilman Mathis with a second by Councilman Rogers to table this item until the November 1911 meeting. Motion carried 5-0. . , Trick or Treat discussion: Some of the council received calls about the weather being so bad on trick or treat night asking if it was going to be moved to another night. The Park Halloween Hike can't change to another night because of all the extra people hired, preparation, etc. After discussing the issue, consensus of the council was to not make a motion and leave trick or treat as it is. Councilman Mathis had asked Dave Moore, Street Superintendent, to get quotes for the street department storage building. Two quotes were at the meeting but one was in the safe. So, a motion was made by Councilman Mathis with a second by Councilman Stanley to table this item to November 19th meeting. Motion carried 5-0. Baby Box Update: Councilman Stanley reported he was seeking $15,000. Currentlythe Community has donated $19,420. The extra will be used for maintenance, advertising, etc.
