October 1, 2019 <br />The Mooresville Town Council met in regular session on Tuesday, October 1, 2019, at 6: 30 P. M. at the <br />Mooresville Government Center. <br />Council members present: Tom Warthen, David Rogers, Jessica Hester, and Mark Mathis. Dustin <br />Stanley was absent. Town attorney Mel Daniel was present. <br />Councilman Rogers gave the prayer. <br />A motion was made by Councilman Rogers with a second by Councilwoman Hester to approve the <br />minutes of 9-17-19. Motion carried 4-0. <br />Council President Warthen commented the total budget for 2020 is $9,137,000 and that takes us up to <br />the maximum levy. A motion was made by Councilman Rogers with a second by Councilman Mathis to <br />approve Resolution 13, 2019, Budget 2020 at this final adoption. Motion carried 4-0. <br />A motion was made by Councilman Mathis with a second by Councilman Mathis to approve Resolution <br />14, 2019 for an abatement on real property, $500,000 for Integrity Investments (Creative Works). <br />Motion carried 4-0. <br />A motion was made by Councilman Mathis with a second by Councilwoman Hester to approve <br />Declaratory resolution #15, 2019 for personal property $11,617,970 in manufacturing equipment for <br />TOA USA. Motion carried 4-0. <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to approve Declaratory <br />resolution # 16, 2019 for personal property $64,059,305 in stamping dyes for new model of cars, TOA <br />USA. Motion carried 4-0. <br />A motion was made by Councilman Rogers with a second by Councilman Mathis to set a Public Hearing <br />for all three abatements, Resolutions 14, 15, and 16 on October 15, 2019. Motion carried 4-0. <br />Councilman Mathis commented the roads in the Cemetery needed fixing up. A motion was made by <br />Councilman Mathis with a second by Councilwoman Hester to approve $ 48,862.73 paid from Riverboat <br />to pave the Cemetery roads. Motion carried 4-0. <br />A motion was made by Councilman Rogers with a second by Councilman Mathis to make a blanket <br />motion to approve the Council President signatory on contracts. Motion carried 3-0 with Council <br />President Warthen abstaining. <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to approve Council <br />President Warthen as signatory for the closing of the old police station. Motion carried 4-0. <br />Council President Warthen told everyone the 2020 census should be taken very seriously. Julie, Tom, <br />and Dustin need help working on the census. The census count decides where tax money goes, <br />representation for State and Federal, revenues are looked at by companies wanting to locate in <br />Mooresville. <br />Mooresville could hook on to the County complete count commission or can form a Town complete <br />count commission. Julie has volunteered to have our own but she needs volunteers. AT the next <br />meeting council will decide if they have enough volunteers or they will hook on to the county completes <br />count commission. <br />Department Head Reports: <br />Dave Moore, Street Superintendent, reported the company IN -Line is going faster than expected with <br />their work. He also commented the leaf vacs were ready to go. <br />Interim Chief Julian, Police Department, commented the new policeman, Kyle Vaughn, will begin work <br />on Monday, October 7, 2019. And the Police have ordered the four new cars for 2020. <br />No Public Comments at this time. <br />A motion was made by Councilman Rogers with a second by Councilwoman Hester to approve payment <br />of claims in the amount of $327,157.83. Motion carried 4-0. <br />
