MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />Thursday, July 1, 20216:00pm <br />Mooresville Government Center <br />Commission Members present: Dustin Stanley, Dana Heidenreich, Brian Culp and Virginia Perry. School <br />representative Dr. Larry Moore was also present. Redevelopment Commission Attorney Adam Steuerwald was <br />present. Project Manager Chelsey Manns was in attendance. Ryan Taylor was not present. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Minutes were presented from the June 3 Public Meeting. Commissioner Perry made the motion to <br />approve the minutes. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the motion to <br />approve the financials as presented. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Mooresville Business Center Update: <br />Merriman and Bethel Road Update: Payouts nine and ten were made to Crider and Crider. Manhole testing was <br />finished on June 25. <br />Signal at Merriman and SR 67 update: Mast arms would add significant cost to the signals. It would cost $6,000 <br />per pole to powder coat them black. Commissioner Culp made a motion to move forward with regular string <br />poles with no powder coating. Commissioner Perry seconded the motion. Commissioner Heidenreich voted to <br />accept the motion. Commissioner Stanley opposed the motion. Motion passed 3-1. <br />Shell building update: Electrical lines were extended out of the building. West side downspouts are installed. <br />Exterior painting is completed. Seal reinforcement is being fabricated and will be installed soon. Exterior final <br />grade is progressing. Continuing to show the building when requested. <br />High Street/SR 42: Project Manager Manns reported a signal has been ordered for the intersection of Ind. 42 <br />and Monroe Street. Ordering poles that match those on Indiana Street will be the responsibility of the <br />Redevelopment Commission. Commissioner Culp made a motion to have the signals match those on Indiana <br />Street. Commissioner Perry seconded the motion, which carried 4-0. Manns is requesting additional information <br />on pricing from INDOTto confirm. <br />Virtual meetings: Attorney Steuerwald presented a proposal for virtual meeting rules. Commissioner <br />Heidenreich made a motion to accept the proposal. Commissioner Perry seconded the motion, which carried 4- <br />0. <br />Indiana Street Proposal: A proposal was made to study improvements to Indiana Street. The study will cost <br />$5,500. Commissioner Perry made the motion to adopt the proposal. Commissioner Culp seconded the motion. <br />Commissioner Heidenreich voted to accept the motion. Commissioner Stanley opposed the motion. Motion <br />passed 3-1. <br />Review of Claims: The claims were presented in the amount of $682,616.48. Commissioner Culp made the <br />motion to approve the claims as presented. Commissioner Heidenreich seconded the motion which carried 4-0. <br />
