1667 <br />September 21, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, September 21 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Dustin Stanley, Councilman Shane Williams, and Councilman Jeff Cook. Town attorney Cho-il Lee was <br />present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the September 7th meeting and <br />seconded by Councilman Swinney. Motion Carried 4-0 with Councilman Cook abstaining. _ <br />Unfinished Business— <br />Indianapolis & Bridge Street Guardrail - Council President Warthen mentioned council members <br />observing the curbing at the Speedway in Plainfield. He suggested having Dave Moore contact the Town <br />of Plainfield to identify public or privately owned. Dave Moore stated he had called Casey's last week <br />regarding that specific guardrail. The plan commission recommended the guardrail years ago, and the <br />property owner is against installing another railing and would like to submit ideas back to Dave Moore. <br />Traffic Study Update - Councilman Williams asked what could be done to get arrows at Indiana and Main <br />Street and recommended the consultant spending time with Dave to observe the issue. Councilman <br />Cook asked about the no turn on red, and Dave Moore mentioned guidelines with sightlines. <br />Councilman Swinney and Councilman Stanley are in favor of doing more research. <br />Word Systems Agreement— Council President Warthen detailed that CCD funds could be used for this <br />purchase. Councilman Williams made a motion to approve the Word Systems LLC Contract for the 4 - <br />year term funding from the CCD. Councilman Swinney. Motion Carried 5-0 <br />New Business — <br />Budget Public Hearing Paige Sansone from Baker Tilly gave an overview of the budgets noting <br />that nine are better than balanced. Five budgets exceed receipts, but sufficient reserves <br />exist to cover those expenditures and all reserve funds exceed the 15% minimum. Councilman <br />Williams raised issues with the budget hearing not being well advertised. Paige Sansone with Baker -Filly <br />stated the budget was submitted to Gateway, which met state requirements. <br />Councilman Williams voiced his displeasure with the budgeting process in general. Council President <br />Warthen made the point that the advertised budget balanced within the levy, on the tax side of the <br />budget, all but $9,000 is being spent on things wanted or needed by the Departments of the Town of <br />Mooresville. He explained that capital items could be included in the proposed budget, but line items <br />may have to be changed to accommodate that, resulting in an unbalanced budget. However, money can <br />be appropriated out of funds where there is an excess to cover those items. Several additional examples <br />of past capital expenditures being appropriated from other funds were given. A brief discussion <br />occurred where it was determined that the budget could be posted on the Town Website in the form of <br />a PDF file without the need for a resolution. <br />Braxton Hughes from Camby came before the Council to address the budget for a new canine unit. He <br />mentioned the knowledge of the budget surplus and the lack of a line item for continued care <br />of the canine unit once it is purchased as well as care after canines are retired. Council President <br />Warthen stated he would like to see something like this be able to happen so that the continuation of a <br />canine unit is guaranteed. <br />Town Attorney Lee talked about the way the budgeting of a municipality works. While it <br />would be ideal to have a line item for each expenditure, that is not how it can be <br />accomplished in a municipality. Municipal budgets are usually kept in large broad categories so <br />that funds can be used as needed. <br />
