7 <br />October 19, 2021 <br />Mooresville Town Council met in regular session on Tuesday, October 19th at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Ashley Ulbricht <br />was present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the October 5th meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Traffic Study - Dave Moore stated that the traffic study team is working and communicating well, but <br />frustrations were expressed in that the solutions presented were not reflecting the anticipated results. <br />Dave would like to go back to the engineers to develop a better solution as they have yet to have a face- <br />to-face meeting. There was some discussion on making a dedicated truck route. <br />Fire Dept Public Hearing Ordinance 16-2021- A Public hearing was held for an additional appropriation <br />for $44,305 to purchase a pickup truck for the Fire Department. Councilman Stanley made the motion to <br />close the public hearing. Councilman Swinney seconded. Motion Carried 5-0 <br />Councilman Stanley made a motion to approve Ordinance 16-2021. Councilman Swinney seconded. <br />Motion carried 5-0. <br />New Business — <br />Paige Sansone from Baker Tilly presented to the Council a Capital Improvement Plan Agreement. <br />The plan would provide the link between planning and budgeting for capital expenditures over <br />$5,000.00. This plan would also guide the Town on the fiscal capacity by determining the best funding <br />mix for the project. The plan will cover 5-10 years and be updated yearly. Bakertilly can assist in <br />coordinating efforts with the school board to coordinate joint projects. Scope of work includes a <br />spreadsheet handed over to the town to monitor and update. <br />Councilman Williams favors the plan to keep the planning of capital expenses in perspective and figure <br />out the best way to fund the projects and ensure the sustainability of projects and equipment. <br />Councilman Williams requested clarification if this project would be a separate agreement with <br />Bakertilly. Mrs. Sansone stated this work would fall under the scope of work to the existing contract. <br />
