Minutes: Mooresville Plan Commission — November 12, 2020 <br />Attendance <br />Members: Mike Young (Chair), Jeff Dieterlen (Vice Chair), Mark Taylor (Secretary), <br />David Sadler, JD Robinson, Josh Brown, Kimberly Schofield <br />Legal Counsel: Ashley Ulbricht <br />Agenda <br />1. Call to Order <br />Mr. Young called the meeting to order at 6:55 PM. <br />2. August Minutes, September Minutes <br />Mr. Young noted Plan Commission Member Tammy VanHook and Legal Counsel Beth Copeland <br />were unable to attend and recommended tabling the discussion and approval of the minutes. <br />Mr. Taylor made a motion to table the minutes' approval until the next meeting; Mr. Robinson <br />seconded and the motion passed 7-0. <br />3. Rezone @ 4262 E. Allison Road <br />Mr. Brandon Dove, 4262 E. Allison Road, presented a rezoning application for his property from <br />Bl to R1. Mr. Taylor asked if this was the property recently replatted from Grace Church and Mr. <br />Dove confirmed that it was. There were no more questions from the Commission or public. Mr. <br />Robinson made a motion for a favorable recommendation for the rezoning request to the Town <br />Council. Mr. Brown seconded the motion and the motion passed 7-0. <br />4. Development Plan @ E. North County Line Road and Ferguson Road <br />Mr. Ross Holloway from Holloway Engineering and Surveying presented the Development Plans <br />for the proposed Allison Estates at E. North County Line Road and Ferguson Road. He explained <br />the development plan process followed per the LIDO requirements, including contacting the <br />affected agencies and utilities as required. Discussion continued with Mr. Holloway, Mr. Paul <br />Claire from Pyatt Builders, Ms. Ulbricht and members of the commission regarding the <br />development plan and secondary plat processes as applicable per Indiana Code, the LIDO and <br />single family residential subdivisions in the UDO and the responsibilities of the commission and <br />LIDO Administrator in these processes. <br />Mr. David Dove, 5180 E. Allison Road, asked if the development was in a flood plain and Mr. <br />Holloway responded that it was not. Ms. Martha Lumpkin, 31 Victor Drive, asked if this <br />development would have an HOA and Mr. Holloway responded that it would. <br />Mr. Taylor made a motion to approve the development plan contingent upon approval from the <br />affected agencies and utilities. Mr. Robinson seconded the motion and it was not passed 4-3. <br />5. Permits and Inspections <br />Mr. Young noted that there was no update on permits and inspections. <br />6.
