MOORESVILLE REDEVELOPMENT <br />COMMISSION MINUTES <br />Thursday Aug. 4, 2022 <br />Mooresville Government Center <br />Commission Members present Brian Culp, Dustin Stanley, Erin Pipkin and Dana Heidenreich. School <br />representative Jake Allen, Project Manager Chelsey Manns and Redevelopment Commission Attorney Adam <br />Steuerwald were also present. Commission member Ryan Taylor was absent. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Corrected minutes were presented from the June 13 public meeting. Commissioner Heidenreich made <br />a motion to approve the minutes. Commissioner Pipkin seconded the motion, which carried 4-0. <br />Minutes were presented from the July 7 Executive session. Commissioner Heidenreich made a motion to <br />approve the minutes. Commissioner Pipkin seconded the motion, which carried 4-0. <br />Minutes were presented from the July 7 public meeting. Commissioner Pipkin made a motion to approve the <br />minutes. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the motion to <br />approve the financials as presented. Commissioner Pipkin seconded the motion, which carried 4-0. <br />Mooresville Business Center Update: Project Manager Manns reported that she has had a lot of traction in <br />regards to selling the shell building. <br />High Street/SR 42 Signal Pole Discussion: Price of decorative poles has increased to $81,000, which is still an <br />estimate. A final price will not be secured until a contractor is selected. Commissioner Culp made a motion to <br />approve the reimbursement agreement Resolution 2022-3. Commissioner Pipkin seconded the motion, which <br />carried 4-0. <br />Brownfield Assessment grant: Nothing new to report. <br />Main Street Subcommittee: Committee walked the area and discussed ideas and points to put in the request for <br />proposal. Project Manager Manns said the timeline for the project is a big part of the decision making because <br />of the town bicentennial celebration in 2024. The construction timeline could potentially impact celebrations. <br />The committee will set up another walkthrough to include a member of the bicentennial committee. <br />New Business: Mark Butler of Banning Engineering presented a request for the commission to pay for expenses <br />related to acquiring rights-of-way from property owners along Monroe Street as part of an improvement <br />project. The commission in July approved paying for Banning Engineering to begin survey and design. <br />During the survey, it was discovered there are property owners that own into the middle of the street due to <br />INDOT not correctly platting and recording documents when it was SR267. <br />Commissioner Pipkin made a motion to table the request. Commissioner Culp seconded the motion, which <br />carried 3-0. Commissioner Stanley abstained. <br />
