MOORESVILLE REDEVELOPMENT <br />COMMISSION MINUTES <br />Thursday, June 13, 2022 <br />Mooresville Government Center <br />Commission Members present: Brian Culp, Dustin Stanley, Erin Pipkin, Ryan Taylor and Dana Heidenreich. <br />School representative Jake Allen was also present. Project Manager Chelsey Manns was in attendance via <br />phone. Redevelopment Commission Attorney Adam Steuerwald was present. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Minutes were presented from the May 5 Executive Session. Commissioner Pipkin made the motion to <br />approve the minutes. Commissioner Taylor seconded the motion, which carried 5-0. <br />Minutes were presented from the May 5 public meeting. Commissioner Taylor made the motion to approve the <br />minutes. Commissioner Heidenreich seconded the motion, which carried 5-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the motion to <br />approve the financials as presented. Commissioner Pipkin seconded the motion, which carried 5-0. <br />Mooresville Business Center Update: Attorney Steuerwald informed the commission the sale of the shell <br />building to Dawson Logistics was terminated by the company. <br />RFP for brokerage services: Commissioner Culp made a motion to use Cushman and Wakefield to market the <br />remaining 82.81 acres of the Mooresville Business Park, Commissioner Pipkin seconded the motion, which <br />carried 5-0. <br />High Street/SR 42 Signal Pole Discussion: Commissioner Culp made a motion to accept the memorandum of <br />understanding with INDOT to provide up to $60,000 to upgrade the light poles at the intersection of High and <br />Monroe streets conditional upon the approval of Mooresville Town Council. Commissioner Heidenreich <br />seconded the motion, which carried 5-0. <br />Brownfield Assessment grant: Nothing to report. <br />Main Street Subcommittee: Mooresville Town Council appointed Greg Swinney to the subcommittee. <br />Police Station fencing: Commissioner Heidenreich made a motion to approve paying the $150,000 fencing <br />request and having Attorney Steuerwald amend the commission's plan. Commissioner Culp seconded the <br />motion, which carried 4-0 with Commissioner Stanley abstaining. <br />New Business: Pass through determination: Commissioner Culp made a motion not to pass through any funds <br />from the commission. Commissioner Taylor seconded the motion, which carried 5-0. <br />Monroe Street improvements: Mark Butler of Banning Engineering presented a plan to improve Monroe Street <br />from the intersection with Carlisle Street to the intersection of Main Street. The improvements would be paid <br />for through a Community Crossings Grant that needs to be prepared quickly. Commissioner Culp made a motion <br />to pay the $200,000 for Banning Engineering to begin the survey and planning. <br />Legal/Managerial update: None <br />
