MOORESVILLE REDEVELOPMENT COMMISSION MINUTES <br />Thursday, Sept. 29, 2022 <br />Mooresville Government Center <br />Commission Members present: Brian Culp, Dustin Stanley, Erin Pipkin and Dana Heidenreich. School <br />representative Jake Allen and Redevelopment Commission Attorney Adam Steuerwald were also <br />present. Project Manager Chelsey Manns joined the meeting via phone. Ryan Taylor was absent. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Minutes were presented from the Sept. 1 Executive session. Commissioner Heidenreich made <br />a motion to approve the minutes. Commissioner Pipkin seconded the motion, which carried 4-0. <br />Minutes were presented from the Sept. 1 public meeting. Commissioner Pipkin made a motion to <br />approve the minutes. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the <br />motion to approve the financials as presented. Commissioner Heidenreich seconded the motion, which <br />carried 4-0. <br />Mooresville Business Center Update: An agreement for ALTA/NSPS and Banning Engineering to survey <br />and plat was presented. The cost was estimated to be $24,000. Commissioner Pipkin made a motion to <br />accept the agreement. Commissioner Culp seconded the motion, which carried 4-0. <br />High Street/SR 42 Signal Pole Discussion: Decorative signal poles for the intersection of High and Main <br />streets is in the hands of the town and INDOT. <br />Brownfield Assessment grant: Grant requirements and timeline were released. Meeting has been set up <br />with SME representative to discuss and plan next actions. <br />Main Street Subcommittee: Nothing to report. <br />Plan Amendment: Resolution 2022-4 was presented, which amends the declaratory resolution and <br />development plan for the consolidated Mooresville Economic Development Area (EDA). The <br />amendment includes financial assistance to the Police Department in an amount not to exceed $175,000 <br />for a fence project around the existing police station as well as assistance for the Fire Department <br />regarding a training facility. Commissioner Pipkin made a motion to approve the amendment. <br />Commissioner Culp seconded the motion, which carried 3-0 with Commissioner Stanley abstaining. <br />New Business: A preliminary quote to make repairs to lighting on the Gateway structures was <br />presented, but no action was taken. Attorney Steuerwald noted that this is a Town project. <br />Legal/Managerial update: Nothing to report. <br />Review of Claims: The claims were presented in the amount of $26,723.94. Commissioner Culp made <br />the motion to approve the claims as presented. Commissioner Heidenreich seconded the motion, which <br />carried 4-0. <br />
