MINUTES FOR THE MOORESVILLE PARK & RECREATION DISTRICT BOARD <br />November 14, 2022 <br />fhe meeting was called to order at 7:01 pm. Board members present were Mark Taylor, David <br />Pearson, Matt Saner (Zoom), Danny Shaw, Erin Bechtold, Lynn Adams, Supt. Kris Wilson and Asst. <br />Supt. Keelan Simpson, Office Mgr. Stacy Freeman. <br />Minutes of October 17, 2022, approved as presented. Motion made by Lynn Adams, seconded by <br />David Pearson. Motion carried. <br />The meeting started with a reminder of the work session on November 30 at 1 pm. <br />Supt. Wilson discussed leasing the land near Old Town Park to American Water with the Park Board. <br />American Water is already using the land as an access point. <br />Supt. Wilson discussed the land and retention pond donation from the Village of Eastmoor with the <br />Park Board. After research and discussion, taking over a retention pond would not benefit the Park. <br />Motion to decline the donation of the land and retention pond from the Villages of Eastmoor made <br />by David Pearson and seconded by Lynn Adams. <br />On behalf of the Lions Club, Randy Haymaker talked to the Board about the Old Settlers Festival. The <br />proposed dates for the 2023 Old Settlers Festival are Thursday — Sunday, August 3 -6. The American <br />region will determine the parade date. <br />Supt. Wilson talked with the Lions Club representatives about upgrading the electricity to maintain <br />the Old Settlers Festival. <br />Melissa Plunkett of the League of Miracles is coming to the December meeting to speak about what <br />their organization does and future collaborations. <br />Supt. Wilson presented Park Resolution 4-2022 (Park part-time/seasonal employee rates) to the <br />Board. Discussion ensued. Motion to approve Resolution 4-2022 by Lynn Adams, seconded by Danny <br />Shaw. Motion carried. <br />Supt. Wilson discussed with the Park Board the upcoming 2023 fees that must be reviewed and <br />signed. Supt. Wilson will present the 2023 schedule of fees to the Park Board at the December <br />meeting. <br />Supt. Wilson reported to the Park that the surplus items from Mooresville's school auction brought to <br />the Park $1,065 that was deposited into the NR Operating Fund. <br />There was confirmation from the State Board of Accounts that there have not been any changes in the <br />statute that allow money to be deposited into a non -reverting capital fund IC 36-10-3-22. In the <br />future, if the Park District brings in more revenue than expected, the extra income may be deposited <br />into the NR Capital Fund. <br />
