HER <br />February 7, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, February 7, 2023 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Willaims, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Chou-il Lee was also <br />present. <br />Tom Warthen gave the invocation and called the Town Council meeting to order. <br />Motion was made by Councilman Cook to approve the minutes of the January 17, 2023 meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Motion was made by Councilman Cook to approve the minutes of the January 31, 2023 Special called <br />meeting and seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Board Recognition- Councilman Williams and Clerk -Treasurer Wamsley have discussed some different <br />options not only for the outgoing board members but also for Town employees. There needs to be a <br />line item in the budget to fund any programs or recognitions. It was mentioned that whatever is done, <br />needs to be consistent through all departments. There was a consensus that Councilman Williams and <br />Clerk -Treasurer Wamsley would work together to devise a program and bring it back to the council <br />before the next budget cycle. <br />Emergency Information Technology -There was some discussion about the budget constraints of <br />updating Microsoft Office 365 to 365 G-3. The Police Department has issues with their email due to <br />outdated Office software. Council President stated that to move forward with this, there will need to be <br />an additional appropriation to fund it and move all departments' IT budget to the Town Hall budget. <br />Councilman Cook made a motion to table this until the next meeting. Councilman Swinney seconded. <br />Motion carried 5-0. <br />Mooresville Fire Department Policy -This is a continuation of the discussion to amend the policy to <br />ensure that no part-time employee will be put in the chain of command of a full-time employee. <br />Councilman Cook worked with Attorney Beth Copeland to complete this revision. Councilman Cook <br />made a motion to adopt this policy. Councilman Williams seconded. Motion Carried 5-0 <br />New Business— <br />SB-1 Old Dominion Freight Lines -Mike Dellinger with Morgan County Economic Development came <br />before the council to present the SB -1. Old Dominion Freight Lines is working with the Redevelopment <br />Commission to purchase 58 acres in Mooresville. The SB -1 is for a 10 -year tax abatement for real and <br />personal property. It's a $3.35M real estate acquisition with the RDC, a $20M construction value, and <br />$1.35M in personal property. Eighty jobs will be relocated to Mooresville and forty additional full-time <br />jobs and ten part-time jobs. This is a part of their 180 -day due diligence period. Councilman Cook made <br />a motion to have Attorney Lee draft a declaratory resolution. Councilman Brown seconded. Motion <br />Carried 5-0 <br />Pharmacy Opioid Global Settlement -Town Attorney Lee discussed the $20B Opioid Global settlement <br />with Allergan, Teva, CVS, Walgreens, and Walmart. To be able to collect a portion of the settlement, the <br />town must pass a resolution to opt -in. Councilman Swinney motioned to opt into the settlement. <br />Councilman Cook seconded. RO-CZApL�idy\9--''13k,) <br />Vtj <br />Meijer Opioid Regional Settlement "JafQt y ¢J e v� There is a settlement that has been reached, but <br />only the communities that had filed a lawsuit will be able to partake. For the Town of Mooresville, the <br />amount will be $259,406.54. This is a one-time unrestricted lump sum payment that will go into the <br />unappropriated money to be there for the council's consideration. There are no restrictions on the <br />settlement that dictates how the funds can be used. It is possible that this will be paid out by the end of <br />
