Plan Commission Minutes <br />Thursday March 9', 2023 <br />Members present: JD Robinson, David saddler, Josh Brown, Tammy VanHook, <br />Mark Taylor, Kim Scofield and attorney Ashley Ulbricht. Robert Alumbaugh was <br />absent. <br />David Saddler called the meeting to order and requested a motion on the previous <br />minutes; JD Robinson made the motion to accept the minutes as presented, Josh <br />Brown seconded the motion and the minutes were accepted by 6-0 vote. <br />File # 23-110: Redwood USA LLC presented a request for a zone map change <br />from AG to PUD -R at N SR 67 and Fields Dr. The 32.68 acres is currently owned <br />by Harry & Vicki Lasiter, the request would allow 110 single story multi family <br />units. The property will go before the Town Council asking for annexation into <br />town limits. During presentation and discussion traffic congestion, utilities, renter <br />demographic and impact to schools were discussed. It was clarified that DOT had <br />given allowance for right in and right access off of St Rd 67, the rented <br />demographic is typically an older community lessening the impact on the school <br />system and that the complex would be utilizing Mooresville sewer. Neighboring <br />property owners expressed concerns for impact on individuals living on Pioneer <br />Circle: traffic, property values, environmental impacts etc. David Saddler and Tim <br />Bennet both confirmed this was step one in a long process, Tammy VanHook <br />clarified for the audience that they would be notified of every step of the process. <br />When no further discussion was had or comments made David Saddler called for a <br />motion: JD Robinson made a motion to send a favorable recommendation to the <br />Town Council pending annexation approval, Tammy Van look seconded the <br />motion and the motion passed 6-0. <br />Tim Bennett reported 9 permits and 20 Inspections. <br />When no further business was brought before the Commission JD Robinson made <br />a motion to adjourn, seconded by Mark Taylor and voted unanimously. <br />President Sec ary <br />
