um <br />July 18, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, July 18, 2023, at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Chou-il Lee was also <br />present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of the July 3, 2023, meeting and seconded by <br />Councilman Swinney. Motion carried 3-0-2. Councilman Williams and Councilman Cook abstained. <br />Unfinished Business— <br />Public Hearing Ascension Group Confirmatory Resolution 17-2023. Ascension Group LLC seeking tax <br />abatement on a building in Flagstaff Business Park. They estimate an investment of $100,00.00 in real <br />property on the second building. There were no public comments. <br />Councilman Swinney made a motion to close the public hearing. Councilman Brown seconded. Motion <br />carried 5-0. <br />Councilman Swinney motioned to approve Confirmatory Resolution 17-2023. Councilman Brown <br />seconded. Motion carried 5-0. <br />Councilman Brown motioned to approve Salary Ordinance 7-2023, amending Ordinance 9 2022. <br />Councilman Swinney seconded. Motion carried 5-0. <br />Appropriation Ordinance 8-2023 is for $250,000 out of the River Boat Reserve to cover additional costs for <br />easements and sidewalks not covered by the Community Crossings Project on Monroe Street. There were <br />no public comments. <br />Councilman Swinney made a motion to close the public hearing, with a second from Councilman Cook <br />seconded. Motion carried 5-0. <br />Councilman Swinney motioned to approve Ordinance 8-2023 with a second from Councilman Brown. <br />Motion carried 5-0. <br />Resolution 18-2023 Declaring Parks Department Surplus. Councilman Brown made a motion to approve <br />Resolution 18-2023. Councilman Williams seconded. Motion carried 5-0. <br />Event Coordinator - Regina Shelby came before the council to provide three options for an event <br />coordinator. She believed a full-time position would save the town money and create a self-sustaining <br />event coordinator position. There were discussions about the scope of the coordinator's role and how to <br />proceed. Councilman Cook and Williams agreed that the best option was # 3 as a contractor. Councilman <br />Brown recommended that the position would be a better fit under the parks department. <br />Councilman Williams motioned for Regina Shelby to enter contract negotiations as an independent <br />contractor with an office in town hall, with a second by Councilman Swinney. Motion carried 3-2. <br />Councilman Warthen and Brown opposed. <br />Lateral Transfer Firefighter- Chief Dalton came before the council to present a new lateral transfer proposal <br />for the Fire and Police Departments to align the department's lateral transfer policies. There was additional <br />discussion about the opposition to awarding longevity and vacation pay to lateral transfers. <br />
