1884 <br />September 5, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, September 5, 2023, at 6:30 <br />PM at Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, and <br />Councilman Josh Brown. Town attorney Chou-il Lee was also present. Councilman Shane Williams <br />and Councilman Jeff Cook were not present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of the August 15, 2023, Executive Session <br />meeting, seconded by Councilman Swinney. Motion Carried 3-0. <br />Councilman Brown motioned to approve the minutes of the August 15, 20203, regular meeting, <br />seconded by Councilman Swinney. Motion Carried 3-0. <br />Unfinished Business— <br />Chief Dalton gave an update on the hydraulic repairs for the ladder truck. It was able to be <br />rebuilt and is currently awaiting its annual inspection. <br />Town Attorney Lee provided an update on 10073 David Lane. The petition for annexation has <br />been submitted, and work on the physical plan is in progress. A public hearing will be scheduled <br />for October 3, 2023. <br />New Business— <br />Abigail Miller from Mooresville High School appeared before the council to request a street <br />closure for the homecoming parade scheduled for September 1511 at 5 p.m. There was a <br />discussion about maintaining the same parade route as in previous years. A motion to approve <br />the street closures was made by Councilman Brown and seconded by Councilman Swinney. <br />Motion carried 3-0. <br />Mike Dellinger appeared before the council to present an SB -1 for Advance Arrow. They intend to <br />acquire personal property valued atjust over $107,000. This is the first step to this tax abatement <br />request, and he mentioned that two additional requests will be submitted in the future. <br />Councilman Swinney made a motion to allow legal to move forward with the legal processes for <br />the tax abatement. Councilman Brown seconded. Motion carried 3-0. <br />Mike Dellinger addressed the council, mentioning that HWC Engineering submitted a request for <br />the Town of Mooresville to become a voting member of the Central Indiana Regional <br />Development Authority. This membership would enable the town to access additional federal <br />grant funding for public works projects. <br />Councilman Swinney motioned for the town to become a Central Indiana Regional Development <br />Authority member. Councilman Brown seconded. Motion carried 3-0 <br />Councilman Swinney motioned to appoint Mike Dellinger to the Central Indiana Regional <br />Development Authority to represent the Town of Mooresville. Councilman Brown seconded. <br />Motion carried 3-0. <br />Budget Workshop - <br />Council President Warthen mentioned that the town department heads intend to increase payroll <br />by $2200 per employee, ensuring equal raises for all employees.
