September 19, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, September 19, 2023, at 6:30 p.m. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Chou-il Lee was also <br />present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of the September 5, 2023, regular meeting, <br />seconded by Councilman Swinney. Motion Carried 3-0-2. Councilmen Cook and Councilman Williams <br />abstained. <br />Unfinished Business — <br />Declaratory Resolution 23-2023 Advance Aero Inc. seeking tax abatement for new personal property <br />estimating an investment of $107,595 in personal property that would be purchased and installed by <br />October of 2023. Councilman Swinney motioned to approve Resolution 23-2023, seconded by Councilman <br />Cook. Motion carried 5-0. <br />New Business — <br />Church in Mission - Tammy Parker and Susan Haynes appeared before the council to request a donation <br />for the Church in Mission located in Mooresville. During their presentation, they shared statistics about <br />the number of people and families they serve within Mooresville and Morgan County. <br />WS] Nice Digital Voice Logging Quotes — Steve Eltzroth submitted a request to upgrade the operating <br />system and software for the voice recording system for the police department phone lines, interrogation <br />room, courtroom, and town hall meeting room. Additionally, he proposed the purchase of an additional 2 <br />TB hard drive for storage as part of the routine update. There was some discussion of the funding source. <br />Councilman Cook motioned to table this item, seconded by Councilman Swinney. Motioned carried 5-0. <br />Mike Dellinger, representing Morgan County Economic Development, introduced a new tax abatement <br />request for a six-year abatement on a 20,000 -square -foot building that potentially accommodates two <br />businesses. Councilman Cook motioned for Attorney Lee to draft the abatement resolution. Councilman <br />Brown seconded it. Motioned carried 5-0. <br />Resolution 21-2023 was presented to the council by Mike Dellinger. He discussed the necessity of <br />expanding the economic development area north of Pac Moore. A road will be constructed, and a portion <br />of the costs incurred will be recouped through the tax increment finance. The Mooresville Plan <br />Commission favors this resolution and has already given its approval. This location will be named <br />Innovation Park 67. Councilman Swinney motioned to approve Resolution 21-2023. Seconded by <br />Councilman Brown. Motioned carried 5-0. <br />The HVAC project committee members reviewed the RFPs and selected Trane and Ameresco for in-house <br />interviews. Following the discussions, the committee members decided on Ameresco for the HVAC <br />project. There were some questions about the decision-making process. Councilman Williams requested <br />that both companies present their proposals to the town council, which will be scheduled for the next <br />meeting. <br />Phil Cornelius, representing the department heads, addressed the council to discuss an access control and <br />video security project. The department heads are seeking approval to initiate a formal RFP process. This <br />process will provide the council with final cost estimates, and companies will have the opportunity to <br />present their proposals. Councilman Swinney motioned with the condition that legal review before the <br />release of the RFP. Councilman Brown seconded. Motion carried 5-0. <br />
