ORDINANCE NO. 15-2023 <br />RINI • • C • •' • <br />• • � ,• c • <br />WHEREAS, the Town of Mooresville (the "Town") is a municipality organized <br />and existing entity under the provisions of Ind. Code 36-5-1; <br />WHEREAS, the Council President (the "Executive") is the Executive of the Town; <br />WHEREAS, the Mooresville Town Council (the "Council') is the fiscal body of the <br />Town; <br />WHEREAS, on May 18, 2021, the Council adopted Ordinance 6-2021, establishing the <br />ARP Coronavirus Local Fiscal Recovery Fund ("Fund"); <br />WHEREAS, Ordinance 6-2021 authorizes the Town to "only appropriate and use <br />money from the Fund to cover costs incurred by the Town" for the specific purposes identified <br />therein; <br />WHEREAS, those specific purposes include, in part, the following: <br />® To respond to the public health emergency with respect to the <br />Coronavirus Disease 2019 or its negative economic impacts, including <br />assistance to households, small businesses, and nonprofits, or aid to <br />impacted industries such as tourism, travel, and hospitality; <br />® To respond to workers performing essential work during the COVID-19 <br />public health emergency by providing premium pay to eligible workers <br />of the Town who are performing such essential work, or by providing <br />grants to eligible employers that have eligible workers who perform <br />essential work. <br />WHEREAS, the Town has on deposit $2,218,226.26 in the Fund 2402, that it must <br />obligate by December 31, 2024; <br />WHEREAS, the Executive has recommended that the Council appropriate Two <br />Hundred Thousand Dollars ($200,000.00) to provide eligible Town employees with a <br />one-time premium payment for 2023; <br />
