February 20, 2024 <br />The Mooresville Town Council met in a regular session on Tuesday, February 20, 2024, at 6:30 p.m. at <br />the Mooresville Government Center. <br />Council members present were Councilman Worthen, Councilman Swinney, Councilman Cook, <br />Councilman Brown, and Councilman Witt. Town Attorney Chou -it Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the regular meeting minutes of the February 16, 2024, <br />meeting, seconded by Councilman Brown. Motion carried 5-0. <br />Unfinished Business: <br />Legal counsel advised amendingthe agenda to include the award of the Community Crossing Grant. <br />Councilman Swinney motioned for the amendment, which Councilman Witt seconded. Motion <br />carried 5-0. <br />Phil Cornelius appeared before the councilto address any questions regardingthe surveillance and <br />access control proposals. Concerns were raised about the cost, renewal rate, and the potential <br />decision not to rehire the same company, which would require replacing all locks and cameras. The <br />council members agreed to table the discussion to allow more research time. <br />Mr. Cornelius offered to reach out to the companies to invite them to give a presentation at our next <br />meeting and address any questions the council may have. <br />Councilman Swinney motioned to table the contract award, with a second by Councilman Brown. <br />Motion carried 5-0. <br />David Moore and Banning Engineering took the Community Crossing Grant bids under advisement <br />and recommended awarding the contractto Wallace Construction for $918,286.25. <br />Councilman Swinney motioned to award the contract to Wallace Construction, with a second from <br />Councilman Brown. Motion carried 5-0. <br />Clerk -Treasurer Wamsley presented a list of wastewater accounts receivables totaling $1543.30 to <br />be written off as uncollectible for 2022. <br />Councilman Brown motioned to approve the write-off for $1543.20, with a second from Councilman <br />Witt. Motion carried 5-0. <br />Councilman Warthen mentioned two open positions on the Plan Commission, which are filled <br />through executive appointments. Council President Warthen appointed Jason Atwood to replace <br />Mark Taylor's term, which ends on December 31, 2025. <br />Department Heads Report: <br />David Moore reported that Inliner Solutions had completed the sewer lining project, and the <br />stormwater project will start later. <br />Phil Cornelius reported that the Pioneer Park entrance recently had a facelift with a new messaging <br />board. <br />Old Town Park's new playground equipment is scheduled for installation today. <br />Approval of Claims - <br />A motion was made by Councilman Swinney, with a second by Councilman Brown to approve claims <br />for$477,422.66. <br />Approval of Payroll Clearing - <br />A motion was made by Councilman Swinney, with a second by Councilman Brown to approve payroll <br />clearing claims for $241,337.91. �iU4o,7 �l`�ur✓1��5-(_ <br />
