September 17, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, September 17, 2024, at 6:30 p.m. <br />at the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town attorney Chou -it <br />Lee was present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the September 3, 2024, meeting minutes, seconded by <br />Councilman Kirk. The motion carried 4-0-1. Councilman Brown abstained. <br />Unfinished Business— <br />No unfinished business. <br />New Business — <br />Regina Shelby appeared before the council to seek approval for the street closure related to the tree - <br />lighting event on December 6, 2024. There was a discussion about using concrete barriers and one <br />opening utilizing a dump truck in case emergency equipment is needed. <br />Councilman Brown motioned to approve the street closure, seconded by Councilman Swinney. <br />Motion carried 5-0. <br />Phil Cornelius, Park Superintendent, presented a revision to the previously approved Mooresville <br />200th street closure for September 29th to account for additional participation. <br />Councilman Swinney made a motion to approve the closure pendingthe signatures of the <br />department heads. Councilman Brown seconded. Motion carried 5-0. <br />Department Head Reports— <br />Phil Cornelius gave an update on the property acquisition and training with Morgan County SWAT <br />officers to conduct field training on the new property. They will also work with Mooresville Police K9 <br />units and the Mooresville Fire Department before demolition. <br />The access security system is one-third complete; however, the camera portion of the project has <br />not yet started. They look forward to installing the acquired Christmas tree for the tree -lighting event <br />on December 6`". <br />Legal— <br />Town Attorney Lee informed the council that AT&T has agreed to all the proposed language changes, <br />but the master agreement has expired, and they are working together to finalize the agreement. <br />Public Comments — <br />No public comments. <br />Councilman Swinney made the motion to approve claims for $752,605.95. Councilman Brown <br />seconded. Motion carried 5-0. <br />Councilman Swinney made the motion to approve payroll clearing for $205,928.06. Councilman <br />Brown seconded. Motion carried 5-0. <br />
