<br />'-' <br /> <br />MOORESVlLLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, APRIL 28, 2000, 7:00 P. M. <br /> <br />The Mooresville Plan Commission met on Thursday, April 28, 2000, at 7:00 P. M. at the <br />MooresviJIe Town Ha1l. <br /> <br />Plan Commission members present: President Joel Beebe, Charles McGuire, Tim Bennett, Jim <br />Bruner, Andy Pygman, John Ehrhart, and Mike Young. Alan Marshall and Robert Williamson <br />were absent. Town attorney Tim Currens was also present. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Ehrhart to approve <br />minutes of March 23, 2000 meeting. Motion carried 7-0. <br /> <br />Thomas Weliever ofWeliever Chevrolet requested a rezone for his building located at 311 East <br />Main Street from a B-3 to I-I. An offer had been made on the building to purchase for a <br />machine shop. This also includes the lot across the street from the building. The property where <br />the house is located is not included in this rezone. Jim Ellis, Pink Front Laundry, asked Mr. <br />Weliever what was planned for the lot across the street. Mr. Weliever said he assumed the <br />machine shop would use it as a parking lot for employees. Motion was made by Commissioner <br />Young, second by Commissioner Bruner to recommend to the Town Council to rezone from B-3 <br />to 1-1. Motion carried 7-0. This rezone will be heard on May 2, 2000, at {):30 P. M. at the <br />Mooresville Town Hall. <br /> <br />Ross H01l0way of H01l0way & Associates presented William Parks request for rezone from B-2 <br />to PUD-C for the land at Highway 67 and 144. This was tabled from last meeting. Wendy's <br />restaurant is located on Lot I of the three lot minor plat. Mr. Holloway said Mr. Parks wanted to <br />be more flexible to market the property. There is approximately 11.9 or 12 acres. <br />Commissioner McGuire commented that the Plan Commission had already tumed down B-3 <br />uses and would like to restrict to B-2. Mr. Holloway told the commission he didn't want to <br />restrict to just B-2. Building Inspector Joe Beikman said traffic studies show that it won't <br />support B-3 uses. He wants B-2 restriction to be on the plat. Town attorney Tim Currens said <br />they may be able to pass with covenants saying they have to come back for setbacks, size, use, <br />etee Mr. Holloway said MooresviHe Plan Commission must approve any use recorded on the <br />plat. No motion was forthcoming so this item is continued to May 25, 2000 meeting. <br /> <br />Next on the agenda was C. P. Morgan, final plat approval for the Commons, Section 3, tabled <br />from the last meeting in April. Town attorney Tim Currens said they could put on the plat, <br />either the county would own and maintain the roads or if not the Homeowners Association <br />would be responsible. This way the buyer knows up front the roads wi1l be taken care of one <br />way or another. Motion was made by Commissioner McGuire, second by Commissioner Young <br />to approve request f{lr Final Plat approval which includes the addressing of all three items on <br />Tech review sheet and addition of road maintance on the plat and pass these on to Joe Beikman <br />and Tim Currens for approval.
