<br />'-' <br /> <br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, MARCH 23,2000,7:00 P. M. <br /> <br />The Mooresville Plan Commission met on Thursday, March 23, 2000, at 7:00 P. M. at the <br />Mooresville Town Hall. <br /> <br />Commission members present were: President Joel Beebe, Robert Williamson, John Ehrhart, <br />Mike Young, Charles McGuire, Tim Bennett, and Andy Pygman. Alan Marshall and Jim Bruner <br />were absent. Town attorney Tim Currens was present. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Young to approve <br />minutes of February 24, 2000 meeting. Motion carried 7-0. <br /> <br />First on the agenda, Ross Holloway, representing William Parks request for a rezone from B-2 to <br />PUD-C for 12.718 acres on northeast corner of Highway 67 and 144, asked for a continuance to <br />the April meeting. Motion was made by Commissioner McGuire, second by Commissioner <br />Young to grant request to continue to April 27,2000 meeting with no new notices required. <br />Motion carried 7-0. <br /> <br />e. P. Morgan Communities appeared before the commission for final approval on Section II of <br />the Commons at Heartland Crossing. This is a single family residential PUD. Same <br />configuration as approved in Preliminary Plan. Reference to Tech notes: They agree to put note <br />on plat that Tri-County will maintain common areas and will reference on plat the covenants. <br />As far as needing a letter from County stating they will accept the roads, C. P. Morgan stated <br />they were still working with the County on getting them to maintain the roads. Commissioner <br />McGuire stated he wanted to wait to give approval until County decides to accept maintenance <br />of roads. C. P. Morgan said if the county does not accept the roads, Tri-County will own and <br />maintain the roads and this will add to the Homeowner's Association dues. Commissioner <br />McGuire asked if they were selling lots and C. P. Morgan answered they were not because they <br />cannot record the plat. Motion was made by Commissioner Young, second by Commissioner <br />Pygman to grant a continuance to the April meeting. Motion carried 7-0. <br /> <br />Richard Beeman, Land Sciences, located in Plainfield, Indiana requested a three lot Minor Plat <br />for William McLaughlin on six acres on Highway 144. Mr. McLaughlin told the commission <br />they had addressed everything in the Tech notes except two items: septic permits had to be <br />obtained and a variance request for width to depth ratio would need to be filed. Commissioner <br />McGuire told Mr. McLaughlin the variance would have to include lots 1,2, and 3. He also had a <br />concern that all the homes on 144 face the road and two of these homes will face each other and <br />that after the easements are taken off there was not much building space. Commissioner Ehrhart <br />agreed. Mr. McLaughlin informed the commission that the two homes referenced were <br />facing Highway 144. Melissa Grace of 1940 St. Rd. 144 told the Commission she lives next to <br />this property and she did not want the front of their homes behind the back of her home. Dale <br />Phillips ownes property behind Melissa Grace and voiced the same concern. Mr. McLaughlin <br />__ said he had thought they would stagger the homes, but they would line up the homes with their <br />
