Motion carried 7-0.

At this time, President Mark Mathis of the Mooresville Town Council presented Commissioner
Kimmel with a plaque of appreciation for all of Mr. Kimmel's years of service to the Town of
Mooresville.

First on the agenda, Ross Holloway of Holloway & Assoc. presented the Sugarwood Minor Plat
which had been tabled from the May meeting. Ross Holloway said a building line had been
added 90 feet along east end of the parcel. The Lot is on Ferguson Road and is 280 feet deep.
A Behavioral Health Center is proposed on this lot. Lot 1 on the parcel is Weliever Minor Plat
which had already been approved. This is Lot 2 consisting of 1.2 acres. The remaining 33 acres
will be Lot 3. Commissioner Marshall asked if the 50 foot strip was a part of Lot 3. The answer
was 'yes'. Mr. Holloway said the easement will also feed Lot 3 at a later date and Lot 3 was
proposed commercial. John Hammel 434 Ferguson Road asked what the right of way was
5fí zoned. Answer: Agricu1tut' Dale Green of 430 Ferguson Road asked if a road could be put
across their land. The answer was, a property owner has a right to put a road across their
property. Becky Brown of 424 Ferguson Rd said her property line is less than 10 feet from the
plat and there would be too much traffic. Mildred Morris of 4 I 0 Ferguson Road said the county
road would have residential, commercial, and industrial and she thought this was asking too
much. Mark Beckman of 336 Duncan Drive said at the last meeting a comment from the Plan
Commission was, perhaps do not have enough infonnation yet and were concerned with safety
issues. He said he does not think this is compatible with surrounding area and asked the Plan
Commission not to replat this. Mr. Holloway handed the Commission photos of field toward
Ferguson Road and behind the houses. He said he can't tell how many cars will use this road
and Plat approval doesn't have anything to with the use. He also stated that the 50 foot strip road
meets Mooresville requirements and was the obvious access for this end of the property. Motion
was made by Commissioner McGuire, second by Commissioner Bennett to approve the Minor
