<br />'- <br /> <br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />OCTOBER 23, 1997, 7:00 P. M. <br /> <br />The MooresviIle Plan Commission met in regular session on Thursday, October 23, 1997, at 7:00 <br />P. M. at the MooresviIle Town Hall. <br /> <br />Commission members present were: Joel Beebe, Vern Kimmel, Mike Young, Tim Bennett, Bill <br />Abbott, Charles McGuire, and Steve Campbell. Commissioner John Ehrhart was absent. <br /> <br />Motion was made by Commissioner McGuire, second by Commissioner Kimmel to approve the <br />minutes of the September 25, 1997 meeting. Motion canied 7-0. <br /> <br />Ross Holloway of Holloway & Assoc. presented the Whitaker Minor Plat consisting of two lots. <br />This parcel is off of State Rd. 42, two miles West of Mooresville, 3.642 acres. Lot # 1 is 2.18 <br />acres with an existing house. Lot #2 is 1.2 acres with an existing barn, this lot is the proposed <br />addition of a new dwelling. From the audience, Jim Kerr gave a presentation to the Commission <br />opposed to the addition of the dwelling. He is the adjoining property owner. After much <br />discussion, a motion was made by Commissioner Abbott, second by Commissioner Bennett to <br />approve the minor plat with the restrictions in the covenants of : 2,000 square foot minimum <br />house, full brick on the first floor, built no closer than 40 feet to the North line of Highway 42 and <br />served by public water. Motion canied 6-1. Commissioner Campbell opposed. <br /> <br />Next, Ross Holloway presented the rezone from PUD Residential to PUD Commercial stipulating <br />a B-1 classification only. This is the Morningstar property, approximately 3.99 acres. Ross <br />Holloway is buying the property from Hosten Bible and moving his business into the existing <br />building. He would not be making any improvements to the land at this time. The sanitarY lift <br />station that is there would remain and be used. No outside storage or equipment would be <br />permitted. Mr. Holloway requested a determination from the Commission that he not submit <br />construction prints because he did not know what improvements would be made. He said that <br />standards would be in effect when improvements were begun. After discussion, a motion was <br />made by Commissioner Abbott, second by Commissioner Kimmel to recommend to the Town <br />Council to rezone from PUD Residential to PUD Commercial (B-1). Motion canied 7-0. This <br />will come before the Town Council on Tuesday, November 4, 1997 at 7:30 P. M. <br />Motion was made by Commissioner Abbott, second by Commissioner Kimmel to delay <br />development standards and construction prints to be submitted later. Motion canied 7-0. <br />Motion was made by Commissioner Abbott, second by Commissioner Kimmel to approve the <br />Plat subject to the stipulations; Restrict to B-1 only, six (6) foot privacy fence erected on west line <br />of property and a variance for four (4) acre minimum PUD, and the sign to be removed from the <br />Plat. Motion canied 7-0. <br /> <br />Ross Holloway then presented the Grandview Final Plat Approval Sections 4 & 5. Mr. Holloway <br />explained the Davis Development had let a purchase agreement with the property owners, the <br />Clems, lapse in time. At this time the Clems do not want the houses to come close to their <br />property, so thirty (30) lots need to be dropped from the plat. Section 4 will be eight (8) lots less <br />
