<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, FEBRUARY 28, 2002 <br /> <br />The Mooresville Plan Commission met on Thursday, February 28,2002, at 7:00 P. M. at <br />the Mooresville Town HalL <br /> <br />Commission members present: Chairman Mike Young, Chris Crouch, Tim Bennett, Jim <br />Bruner, Andy Pygman, Robert Williamson, Robert Corbin, John Ehrhart, and newly <br />appointed Charles McGuire. No members were absent. Town attorney Tim Currens was <br />present. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Ehrhart to <br />approve the minutes of January 24, 2002. Motion carried 8-0. <br /> <br />First on the agenda was a request for a Special Exception for Lenard Scott, 697 <br />Indianapolis Road, for a church in Agriculture zoning. This was approved by the Board <br />of Zoning Appeals subject to favorable Findings of Fact by the Plan Commission that the <br />church does not materially affect the Master Plan. <br /> <br />Attorney Tim Currens explained to the Commission (using page 67 of the Ordinance <br />Book) the commission's job was to decide if the proposed location and character and <br />proposed use would or would not affect the Master Land Use Plan. Commissioner <br />McGuire asked if there were drawings or plans. Attorney Currens said this was not an <br />issue for the Plan Commission. The Board of Zoning Appeals looks at plans and <br />drawings. The Plan Commission investigates the proper use in that area. He said a site <br />plan was not required, but they will have to meet all the Town Ordinance Standards. Bob <br />Stewart asked for clarification that a church could be in agriculture zoning. Answer: yes. <br /> <br />After some discussion, Commissioner Williamson made a motion, second by <br />Commissioner Bennett to send a Finding back to the Board of Zoning Appeals that the <br />Church does not materially affect the Master Plan. Motion carried 7-2. Commissioners <br />McGuire and Pygman opposed. Basically, this means the Special Exception was <br />approved. <br /> <br />Chairman Mike Young welcomed back to the commission Charles McGuire. <br /> <br />L- <br />
