<br />MOORESVILLE PLAN COMMISSION <br />MINUlES <br />THURSDAY, JUNE 24,2004,7:00 P.M. <br /> <br />The Mooresville Plan Commission met on Thursday, June 24,2004 at 7:00 P. M. at the <br />Mooresville Town Hall. <br /> <br />Commission members present were: Chairman Mike Young, Chris Crouch, Jim Bruner, <br />Robert Williarnson, Robert Corbin, John Ehrhart, and Charles McGuire. Commission <br />members absent were Troy Bryant and Tim Bennett. Town attorney Tim Currens was <br />present. <br /> <br />First on the agenda Koe Engineering representing Mrs. Crafton- Villages of Eastmore, <br />appeared before the commission with a request for Final Plat Approval for her out lots. <br />The commission asked if they had posted a performance guarantee bond with the Town <br />of Mooresville. Mrs. Crafton had opened an account with First National Bank and Trust <br />in the amount of $5,775.00 as a performance guarantee. These funds not to be released to <br />Mrs. Crafton until Mr. Beikman gave approval. Mrs. Crafton and Sandra Perry, Clerk- <br />Treasurer are the siguatories. Accesses to the lots are driveways off of Hadley Road. A <br />new street will have all three driveways. Commissioner Ehrhart noted that in a previous <br />meeting a barn was on one lot. Mr. Koe said yes, Lot 3, Mrs. Crafton lives on Lot I, she <br />is going to build a home on Lot 2 and her son will move into her house on Lot I. They <br />were also asking for a model home permit. Mr. Beikman said this had been done before. <br />Attorney Currens asked if they had driveway cuts from the county. Lot I has a drive on <br />Hadley Rd. and lots 2 & 3 will have driveways on the new street. This street will be <br />dedicated to the Town of Mooresville and has to meet their standards. But, Attorney <br />Currens stated since this was not in Town any road dedication had to be to the county not <br />the Town. Mr. Koe said they were talking about a dedicated main street of the <br />subdivision. Their east line is Crafton's west line of right of way. A motion was made <br />by Commissioner Crouch with a second by Commissioner Bruner to approve the final <br />plat. Motion carried 7-0. Joe Beikman has no problem with a model permit. <br /> <br />Next, Dan Thomas with Bob Griffen, Surveyor, requested a two lot Minor Plat off <br />Bunker Hill Road. One lot would be two acres and the other would be three acres. A <br />question came up about width to depth ratio. Mr. Griffen said the new line follows a <br />stream, a natural dividing line. He said the soil tests were good. There would be a 200- <br />foot driveway to get back to the lot. There are three homeowners on Three Point Lane <br />and Mr. Thomas said he provides half the cost of gravel for the Lane. No road <br />maintenance association has been set up. Commissioner McGuire asked how many <br />parcels and where they were divided. Attorney Currens said back when the county had a <br />five acre minimum. Mr. Griffen said in 1993 or 1994 the Summer's property of five <br />acres was divided into two lots. Attorney Currens said a covenant for maintenance <br />should be on the plat. Building Inspector Joe Beikman said they needed to contact the <br />county for the Drainage Ordinance. Mr. Holloway said Rule 5 states in one-half acre is a <br />disturbed area, they have to get a county drainage permit. Attorney Currens told the <br />commission that the road maintenance is an issue, paragraph 16 in Town Ordinance Book <br />
