<br />TOWN OF MOORESVILLE <br />PLAN COMMISSION <br />MINUTES <br />THURSDAY, OCTOBER 28, 2004, 7:00 P. M. <br /> <br />The Mooresville Plan Commission met on Thursday, October 28, 2004 at 7:00 P. M. at <br />the Mooresville Town Hall. <br /> <br />Plan Commission members present were: Chairman Mike Young, Secretary John <br />Ehrhart, Charles McGuire, Chris Crouch, Jim Bruner, and Robert Corbin. <br />Commissioners Troy Bryant, Tim Bennett, and Robert Williamson were absent. Town <br />attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner McGuire with a second by Commissioner Ehrhart <br />to approve the September 23,2004 minutes with the following changes: first page, last <br />paragraph delete the word 'that' and change wording to read require any new building or <br />addition be plotted by a certified engineer or surveyor. Motion carried 6-0. <br /> <br />First on the agenda, Ross Holloway from Holloway Engineering presented the Hopkins <br />Bridge Street Minor Plat-Special Exception. The petitioners are Curtis and Shari Reid <br />and are requesting a special exception to allow a car wash on Lot #3 directly east of <br />Casey's. The Board of Zoning Appeals had requested the Plan Commission issue <br />findings offact for the project. The car wash is a five bay, two automatic and three self <br />serve. Commissioner Young's concem was traffic and Commissioner McGuire was <br />concemed about the drive. Mr. Holloway said this lot would have one drive and the other <br />two lots would have a common drive. Mr. Holloway said probably they could move the <br />driveway as far east as they could. Mr. Holloway said there wouldn't be double <br />entrances. The cars will be entering from the back. A motion was made by <br />Commissioner McGuire with a second from Commissioner Bruner to make a finding of <br />fact this proposed location and character of special exception would not affect the Master <br />Use Plan and make a recommendation to the Board of Zoning Appeals. Motion carried <br />6-0. <br /> <br />Ross Holloway of Holloway Engineering introduced Julie Walker, project manager for <br />Dodds in charge of Jamestown Condos, with a request for Final Plat Approval for <br />Jamestown Estates PUD. The project consists of ten buildings and a community <br />building. Buildings 1 & 2 are constructed, the infrastructure is completed and they are <br />ready to get approval for their recording plat and first two buildings. Mr. Holloway then <br />showed sheet #2, the floor plan for both buildings. When a person purchases a condo <br />they are buying floor space in a building and that is why there has to be two plats <br />recorded. The purchaser's deed would say Building One Unit A. There is a verified <br />statement by Mr. Holloway, a registered engineer, on the bottom of sheet #2 stating the <br />dimensions shown are as built. Commissioner Ehrhart asked if the swimming pool had <br />been eliminated and Mr. Holloway answered no, it is still in the plan. He went on to say <br />the streets would be dedicated to the county and Jamestown Estates would be responsible <br />
