<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, APRIL 28, 2005, 6:00 P.M. <br /> <br />The Mooresville Plan Commission met on Thursday, April 28, 2005 at 6:00 P.M. at <br />the Mooresville Town Hall. <br /> <br />Commissioner members present were: Chairman, Mike Young, Darrell Brown, <br />Robert Corbin, John Ehrhart, Jim Logan, Charles Berwick, Robert Williamson, <br />Troy Bryant and Charles McGuire. Town Attorney, Tim Currens, was present. <br /> <br />A motion was made by Commissioner Corbin, second by Commissioner Ehrhart, to <br />approve the minutes of the March 24, 2005 meeting. Motion carried 9-0. <br /> <br />First on the agenda was Ross Holloway, Holloway Engineering, representing Dan <br />Robert, consulting on the proposed residential PUD on property located on Keller <br />Hill Road. The proposed PUD consists of 43 acres with seven lots with large estate <br />type homes of sixty by one hundred or six thousand square feet with three car <br />garages. The road would be a private road of asphalt to meet the specification for <br />the Town of Mooresville; it would not be 24 feet, but 20 feet wide with four inches of <br />asphalt and eight inches of stone. They will provide a fifty foot wide access <br />easement, a dedicated street right-of-way, which may end up being an easement, <br />and a cul-de-sac at the end that will be adequate for large vehicles to turn around. <br />They understand that this would need to go in under a variance from development <br />standards or a PUD. To build the type of homes to meet the requirement for Jessup <br />Place as far as covenants it is going to be difficult to meet infrastructure cost with <br />only seven parcels of five acres or larger. <br />Commissioner Bryant asked if all the homes would be brick or stone and Mr. <br />Holloway said they would. Commissioner Logan asked how they would keep the <br />road private in the future and Mr. Holloway said there would be a homeowners <br />association that would access dues to maintain the road. Commissioner Brown said <br />his big concern was the big homes and fire protection. Mr. Holloway said they <br />would be bringing in water, but the Hill Water system is not and will never be a fire <br />system. There is an existing lake and they can put in more ponds with dry hydrants. <br />Commissioner Bryant asked if the snow removal and maintenance would be the <br />responsibility of the homeowners association and Mr. Holloway said that with <br />houses like this homeowners prefer that and it may be a gated community. <br />Commissioner Young stated that there would be no sidewalks and Mr. Holloway <br />said that was correct. Mr. Holloway said they would abide by the county's <br />drainage ordinance and erosion control. <br />Next was Ross Holloway, Holloway Engineering, requesting final approval for <br />building #10 at Jamestown Estates. Mr. Holloway said Jamestown Estates was a <br />condominium project located on the intersection of Landersdale and SlideoffRoads. <br />Building one and two are existing and tonight they are talking about building ten. <br />The plat has been previously approved and now they are asking for the approval for <br />the final plans for building ten. They are at this time putting together the plans for <br />
