<br />c <br /> <br />MINUTES OF THE BOARD OF METROPOLITAN POLICE COMMISSIONERS <br />JANUARY 20, 2000 <br /> <br />The January 20th meeting of the Town ofMooresvi//e Board of Metropolitan Police <br />Commissioners was called to order by Dr. Dennis Knierim. Also present was board members <br />Dean Kays, Charles Berwick, and legal council Timothy Currens. <br /> <br />Dean Kays made motion and was seconded by Charles Berwick to approve the minutes of the <br />December 16th, 1999 meeting. <br /> <br />New Business: <br /> <br />Dr. Dennis Knierim, speaking on behalf of the Commissioners, welcomed Captain Allen in his <br />new position. <br />Dean Kays made motion for Dr. Dennis Knierim to be named Chairman of the Police <br />Commission for the year 2000. Charles Berwick seconded the motion, which was unanimously <br />passed <br /> <br />Old Business: <br /> <br />Brent Callahan from the Mooresville Park Department gave information on their Five Year <br />Master Plan. With the help of a consultant, they looked at ma11J' areas, including profile, history, <br />stajJ, policies, geographic boundries , services available and statistics. He recommended the use <br />of surveys from the public, and setting goals for each year. <br /> <br />c <br /> <br />Captain Allen gave a summary of the following areas the Department would like to target for <br />improvement: <br />1. Personnel <br />2. Salaries <br />3. Facilities <br />4. Equipment <br />5. Training <br />6. Public Relations <br /> <br />Communications Supervisor Ted Cook told the Commission of needs in the dispatch area. <br />Primary concern was the need of a second dispatcher to handle the increased calls for Police, <br />Fire and Ambulance. He sees a possibility of the mandating of Emergency Medical Dispatch, <br />which would require additional training. He feels the dicta phone system is outdated, and the <br />phone system needs expanding. Geo based mapping was also discussed <br /> <br />Harold Gutzwiller, Economic Developer for Mooresvi//e, gave handouts of statistics and maps <br />of the area. He advised that since 1990 the area has grown 92 per cent. The January 1st estimate <br />for town population is 10,648. He expects less residential growth in the next five years, predicting <br />some annexation east of town, industrial growth south of town, and retail growth along S.R 67. <br />He advised that traffic counts have shown that 25,000 vehicles pass through the 67 corridor, <br />commutingfrom or through Mooresvi//e daily. <br /> <br />c <br /> <br />Chief Viles gave an update on new officer Bryan McGaughey, who is in the Academy and will <br />graduate at the end of March. <br />
