<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />NOVEMBER 10, 2005 <br /> <br />The Mooresville Plan Commission met on Thursday November 10,2005 following <br />the Board of Zoning of Appeals, at 6:30 P.M. at the Mooresville town Hall. <br /> <br />Commission members present were: Chairman Mike Young, James Logan, Darrell Brown, John <br />Erhart, Robert Williamson, and Robert Corbin. Tray Bryant and Charles McGuire were absent. <br />Town Attorney Tim Currens was also present. <br /> <br />The meeting was called to order by Chairman Mike Young. A motion was made by <br />Commissioner Brown and seconded by Commissioner Ehrhart to approve the minutes <br />from the October 27, 2005.The motion carried 6-0 with none apposed. <br /> <br />The first item on the agenda was Holloway Engineering for a final approval of the Meadow Lake <br />PUD. Mr. Holloway handed out a copy of the PUD to all the members. Mr. Holloway stated that <br />the approval be subject to any Bonding or availability fees being paid. Mr. Holloway explained <br />that block A&B will be the B-3 for Commercial use, block C being the Independent Living area, <br />block D being the Assistant Living and Nursing Care units and block E is the Residential <br />Condominiums. Mr. Holloway also said that the American Senior Communities would be <br />developing the whole project. Also Block F is Drainage and Utility area. Mr. Holloway asked for <br />any questions,Commissioner Brown asked about a discussion in the past about an access road. Mr. <br />Holloway explained that American Senior Communities did not want to share a drive with the <br />commercial area. This will be taken care of when they come back for approval of Blocks A and B. <br />It was drawn to Mr. Holloway that a type-o had been made, having Old State Road 76 not 67. Mr. <br />Holloway said that since the correction from Old State Road 76 to 67 he would also add that the <br />commercial areas would need to come back for final approval. There was also some discussion <br />about traffic, and access from <br />from the residential to the commercial project. Mr. Holloway said that there would be a separate <br />entrance and only a walk way from the residential areas. A motion was made by Commissioner <br />Ehrhart to approve the PUD subject to the changes from 76 to 67 and note for the commercial site <br />to be brought to the Plan Commission and all bonds and availability fees paid. Commissioner <br />Brown seconded, the motion carried 4-2 with Commissioner Williamson and Corbin voting no. <br />Commissioners Williamson and Corbin both had traffic concerns. There was more discussion on <br />the traffic issue and Commissioner Ehrhart said that he had gone to theEmerson Ave. and Southport <br />Road facility and saw very little traffic. Needing at least 5 yes votes a second motion was made by <br />Commissioner Ehrhart and seconded by Commissioner Brown with the changes ofthe Old State <br />Road 76 to 67 and all bonds availability fees paid. Motion carried 5-1 with Commissioner <br />Williamson voting no. <br /> <br />I <br />~ <br />I <br /> <br />i <br /> <br />The next item was Holloway Engineering for a Correction to the Andrews Minor Plat that was <br />previously approved. The Andrews had sold off a 12 foot section oflot 3, this was missed when the <br />research was done. Mr. Holloway showed the Commission the old and new plat. All ofthe lot are <br />over 2 acres. With no questions from Commission or the floor Chairman Young asked for a motion. <br />
