Mooresville Redevelopment Commission Meeting Outline - September 15, 2004 <br />Priorities and Recommendations for inclusion in Plan Amendment <br /> <br /> 1. Draft Plan Amendment Recommendations (Brian's Summary) <br /> · Boundaries <br /> 1. Do not decrease the size of the TIF areas <br /> 2. ED Area - Add the Adams property to the Tlle area <br /> 3. RD Area- No changes suggested <br /> · Future additions suggested <br /> 1. All suggestions would require annexation first <br /> 2. Reviewed detail from pg 13 of the plan <br /> · Projects Suggested <br /> 1. Thoroughfare projects to improve traffic flow <br /> 2. Improvements to WWTP that will directly impact ED and RD areas <br /> 3. Appropriate municipal projects that would service ED areas <br /> 4. Projects to improve the town's gateways <br /> 5. Downtown enhancement - ties directly to the Comprehensive Plan and <br /> the original ED Plan <br /> 6. Street improvements - specifically related to improved traffic flow <br /> <br /> 2. Priorities of the Redevelopment Commission · Development of a comprehensive thoroughfare plan <br /> · Implement suggested change to ED area (add the Adam's property) <br /> · Determine appropriate minimum balance in TIF accts for potential <br /> competitive projects ($300k o $500k) <br /> · Fund Phase I and II of the WWTP upgrades - contribution should be spelled <br /> out in the plan as a max amount tied to the immediate need of the repairs. <br /> · Develop a plan to enhance Mooresville's downtown area. Should include <br /> funding plan, grant options (Community Development Block Grant7), and <br /> timelines. <br /> <br /> 3. Areas Affecting the Commission, but Beyond our Control · Town annexation - areas are suggested for inclusion in the ED/RD areas that <br /> are not located in the town proper. <br /> · Need for increased development standards <br /> · The three critical needs areas identified in the plan <br /> · Dedicated Economic Development professional serving Mooresville <br /> <br /> <br />
