REDEVELOPMENT COMMISSION MINUTES <br /> WEDNESDAY, OCTOBER 27, 2004 AT 7:00 A.M. <br /> <br />The Mooresville Redevelopment Commission met on Wednesday, October 27, 2004 at 7:00 <br />A.M. at the Mooresville Town Hall. <br /> <br />Commission members present were: Chairman Brian Nelson, Jim Ellis, Mike Haskins, and Jim <br />Ransome. Town Attorney, Tim Currens was present. No members were absent. Mike Shaver <br />was present from Wabash Scientific. <br /> <br />Tim Currens asked for a motion to approve the Declaratory Resolution amending the Declaratory <br />Resolution 1, 1990 and a resolution amending the Mooresville Economic Development area and <br />Economic Development Plan and all prior amendments to the plan. The next step would be to <br />take the Economic Development Plan to the Plan Commission meeting on Thursday, October 28, <br />2004 for their review and approval. Mr. Young, Chairman of the Plan Commission, has been to <br />our meetings and is aware of what is happening. Then it will go to the Town Council, November <br />2, 2004 for review and approval and then a notice will be published for public hearing. Mr. <br />Nelson and Mr. Currens said the public hearing would be November 22, 2004 at 7:00 P.M. at the <br />Mooresville Town Hall. Motion was made by Jim Ellis, second by Jim Ransome, to approve the <br />Resolution l-A, Declaratory Resolution amending the Resolution 1, 1990 Confirmed by <br />Resolution 3, 1990 and Amending the Redevelopment Plan previously adopted by the <br />Commission and all amendments. Motion carried 4-0. Jim Ellis, second by Jim Ransome made <br />motion to approve the Resolution 2-A, a declaratory resolution of the Town of Mooresville <br />Redevelopment Commission amending the Mooresville Economic Development area and <br />Economic Development Plan and all prior amendments to the Plant. Motion carried 4-0. <br /> <br /> Helen Humes, Morgan County Economic Development Director, reported on the Electronic <br /> Manufacturing Solutions firm considering purchase of the spec building in Flagstaff Industrial <br /> Park. This is a small firm that will fit well within the Mooresville Community and helps to <br /> continue the diversification we want to keep. They currently have 25 jobs and are planning on <br /> adding about fourteen new jobs. She introduced Rick James, a partner in the company, and <br /> asked him to tell the commission about his company and what they are considering. <br /> <br /> Mr. James stated that the company builds circuit boards for any industry and they have been in <br /> business for over ten years in the Greenwood area. They have had expansion basically every <br /> year they have been in business. The current expansion would allow them to add a new <br /> manufacturing line, which encompasses the new jobs and new equipment. <br /> <br /> Ms. Humes stated that Mr. James and his family live in the Mooresville area and own a business <br /> on Main Street. She said the spec building is 10,200 sq. fi and would have to be finished out. <br /> EMS would be moving all of their current equipment and purchasing $260,000.00 for new <br /> equipment. They score enough on the matrix to qualify for three-year tax abatement on the <br /> equipment and taxes they would save over the three-year period would be $4,159.00. Mr. James <br /> said they are also considering property in Greenwood and Marion County that the support of this <br /> community is something he can take back to his partners that will help them make their location <br /> decision. They would like the commission to consider abatement on the $260,000 of new <br /> <br /> <br />
