804 <br /> <br /> There being no further business, motion was made by Councilman <br /> Dolen, second by Councilman Wright tOprJ~s;iden.~ad.~., ~ ~,~ <br /> <br /> ,, <br /> <br /> ATTEST: <br /> <br /> Clerk-Treasurer ~ <br /> <br /> February 19, 1996 <br /> <br /> The Mooresville Town Council met in regular session on Monday, <br /> February 19, 1996, at the Mooresville Town Hall at 7:30 P.M. <br /> <br /> Council members present were Mark Mathis, Toby Dolen, Jim Hensley, <br /> Andy Pygman, and Bill Wright. No members were absent. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Wright <br /> to approve the minutes of the February 5, 1996 meeting. Motion passed <br /> unanimously. <br /> <br /> Motion was made by Councilman Wright, second by Councilman Dolen <br /> to proceed with the signing of the Resolution for an extra appropriation <br /> of one-hundred forty-five thousand dollars and no cents, ($145,000.00) <br /> for capital outlay in the Cumulative Capital Improvement Fund. This <br /> money is to be spent for the purchase and remodeling of the former Post <br /> Office Building. Motion carried unanimously. <br /> <br /> Motion m~'e by Councilman Pygman, second by Councilman Hensley to ~ ~ <br /> approve Ordinance 1, 1996 for rezoning of Meadowbrook Lot B-1 keeping <br /> it a PUD I, but allowing Lot B-1 to be an I-1. Motion carried unanimously. <br /> <br /> Councilman Pygman addressed the Council concerning the Morgan <br /> County Plan Commission Meeting, Town attorney Tim Currens was also <br /> present at that meeting. They requested Mooresville be allowed to <br /> retain their buffer zone. The County Plan Commission notified the <br /> Town of Mooresville that the Town will be able to retain it's buffer <br /> zone. <br /> <br /> Charlie Nelson addressed the Town Council concerning the Senior <br /> Citizens Contract Renewal for ten thousand dollars ($10,000.00) for the <br /> year 1996. Mr. Nelson explained all of the different services the <br /> Senior Center provides. Alice Rose York Reese also spoke to the Council <br /> members of services provided by the Senior Citizen's Center. <br /> <br /> Motion was made by Councilman Hensley, second by Counciln~an Wright <br /> to make the 1996 contract for five-thousand dollars ($5,000.00). The <br /> motion carried three (3) to two (2). Councilman Dolen and Councilman <br /> Pygman voted no. <br /> <br /> Councilman Dole~n and Councilman Pygman reported to the Council <br /> their meeting with the Principal of Newby Elementary about the traffic <br /> situation on Memorial Drive at the beginning and ending of the school <br /> day. <br /> <br /> Motion was made by Councilman Pygman, second by Councilman Dolen for an <br /> Ordinance to be adopted making Memorial Drive one-way from Monroe <br /> Street to West Street (one) block7 during school hours. Motion carried <br /> unanimously. <br /> <br /> Motion was made by Councilman Pygman, second by Councilman Do]eh, <br /> for an- ordinance restricting signs installed on utility poles with-in <br /> the Town limits with a maximum fine of twenty-five dollars ($25.00) or <br /> the right to remove the signs or both.
