<br />The final company under consideration is in the Flagstaff Business Park, which are plans for a <br />spec building on lot 22. The building will be 10,220 sq. ft. and capital investment of <br />$450,000.00. Mr. Bill Montray, Manager of Flagstaff Park, was there with architectural <br />drawings of the building. There is a need in the area of this type of building and they have been <br />getting inquires from people wanting distribution space. The building would qualify based on <br />our matrix for athree-year tax abatement and she proposes that we do that. <br />A motion to approve the Finding of Facts and the Canfirnaatory Resolution #13 for Flag 1 LLC <br />for three-year tax abatement was made by Councilman Warthen, second by Councilman Clark. <br />1Vlotion carried 4-0. <br />Next was the Public hearing for the pre_adoption of the Budget 2004. The numbers that were <br />advertised were high, because we advertise high to protect our levy. These numbers will change <br />before the final adoption hearing on September 1ti, 2004. President Dolen asked if there were <br />any questions or comments from the Council. Councilman Bryant asked when the final <br />nux~,bers needed to be in so the public could look at them. Mr. Currens said that Sandra Perry <br />would have that date in her file when the State Board of Accounts will meet. Sa if they can't <br />find it they can call him and he will get the date. Mr. Do1en asked if there were any comments <br />from the audience. There being no comments he stated the budget would be on file in the <br />Clerk/Treasurers Office if anyone would like to look them over. <br />Mr. Marty Witte about the drainage problem in Brookmore Subdivision. Two months ago he <br />came before the council about the drainage problem on his rental property in Brookmare. Since <br />then Mr. Beikman has had his crew working on the middle drainage swan. The swan veers off <br />to the right at the end. It gets outside to vacate and into one of his lots where he will eventually <br />build another double or selling the property. He would like to take the swan straight to the <br />telephone pole towards the County easement. Councilman Warthen said he had been looking at <br />the property on Friday evening and Monday night.after the rain and the water seemed to be <br />running pretty good through there and going back. From the road looking back, was there a tree <br />on the county easement? Mr. Witte said there were a couple of trees there. Looking down from <br />the culvert there is a pole and he feels it should go to the right of the telephone pole. Then he <br />will get the county to take it from there. Mr. Warthen asked what the distance was from the <br />easement to his property line on the north side. Mr, Witte said it was 32.7 feet. Mr. Warthen <br />said the town would bring the swan out to 32.7 ft. and grade, seed, and straw it. Mr. Warthen <br />said it would pond at the end until he had the county take it on out. Mr. Witte said he would <br />have to get with Mr. Drone since he owns half of the easement, but he said he was sure that <br />would not be a problem. Councilman Bryant asked if it was the Town's responsibility an the <br />east side of the culvert on Lehr Dr. to carry that water from the higher elevations of the <br />Brookmore Subdivision all the way to the county easement on Old State Road 67. Mr. Currens <br />asked whose property were the culverts on. Mr. Bryant said he thought they were on the <br />property line. Mr. Witte said he was not sure, but he thought the north was on his property and <br />he could give the town a 90-day easement. Mr. Warthen asked if we had an easement on Lehr <br />Drive when we took over the maintenance of the roads from the county. Mr. Beikman said we <br />- have a 50-foot easement to Lewis Drive but to his knowledge we did not have any ather drainage <br />easements. Mr. Beikman said we da nat have a right away to the ditch on the county's easement. <br />The town has the right away along Lehr Drive. Mr. Witte will check on the property lines and <br />get back with the council at the next meeting. <br />- Jack McGuire was next an the agenda and he was not present. <br />Councilman Warthen reported on the Jefferson Street pazking. He said the Les Farmer, Fue <br />Chief, felt that parking on one side only on the west side was the best for the f re department. It <br />was called to his attention that the houses on the east side had no offside parking so this would <br />eliminate parking that they would have. There is one fire hydrant an Washington St., one on <br />Morgan St. and none on Jefferson St. So he recommends they eliminate parking on the west side <br />of Jefferson St. and allow parking on the east. <br />Motion to elinnate parking on the west side of Jefferson Street was made by Councilman <br />Warthen, second by Councilman Clark. Motion carried 4-0. <br />
