~~~ <br />comes before the counc~i now much money they had abated over the years, the amount of <br />incentives they had received, and the amount of benefit the Town has received as far as <br />years and the taxes they have paid that the Town has collected. Councilman Mathis he <br />thought it was fine to have the information in front of them, he said he did not know if it <br />really made any difference an the abatement. He said that Overton & Sons had people <br />that had retired from there, why wouldn't he want to help them and he would take his <br />chances on them any day. He said as far as TOA, their track record, their benevolence, <br />and he said I knew you are not talking about them in particular, I'm just referencing <br />them. TOA said they had 58°Io employed from Morgan Co. He said he couldn't verify <br />that and he did not need to know right now. He said he agreed with Councilman Worthen <br />on the help to existing business. Councilman Bryant said he does feel differently, he <br />feels they need that information to make an informed decision. Councilman Mathis said <br />he did not think there was anything wrong with knowing it as long as ---Councilman <br />Bryant said but we don't know it now, we currently do not have the information and <br />obviously if it is a business that has been here long enough for employees to retire from <br />you have gained over many years a benefit, they have supported the community. Tf you <br />have a business that has been here five years or less, you have not received that benefit, <br />but you need to look at what has been put out versus how much has been received and <br />what you anticipate a fifteen year return will be. He thinks these our things they need to <br />know before they can make decisions. Councilman Mathis said he thought that through <br />Umbaugh they've had those kinds of projections to make some decisions and he thinks <br />. they need to have another review. We can have them come down and they can lay out <br />their prof ectons on, if you pass money thru, haw much the school would gain. <br />Councilman Bryant said he would like to see Umbaugh's reports. He said anyway, he <br />did not have answers to the amount of money, but he thought this needed to be <br />considered in future abatements tv have with them. <br />A motion was made by Councilman Clark, second by Councilman Worthen to approve <br />Declaratory Resolution #16, 2003 for tax abatement for Special Tooling of three years <br />and a ten year tax abatement on a new building and other equipment. Motion carried 3-0 <br />with Councilman Bryant abstaining. <br />A motion was made by Councilman Clark, second by Councilman. Worthen to approve <br />Declaratory Resolution # 17, 2003 a six year tax abatement on a building for Overton & <br />Sons. Motion carried 3-0 with Councilman Bryant abstaining. <br />Steve Overton gave his view on tax abatements saying they attracted businesses <br />important to the community and there was increased revenue to CAGIT tax and Food and <br />Beverage and they created jobs. <br />Next on the agenda was Ross Holloway with a rezone request from Annette Moore and <br />Robert Joshlin (Speedway Auto Parts) for 344 East High Street from Residential to B-3. <br />Councilman Mathis asked Councilman Bryant to recap this item from the Plan <br />Commission meeting. Councilman Bryant told them he had voted against it at fast as a <br />B-3, he had concerns over the parking since they stated they might get a variance for <br />parking. Councilman Bryant said after more discussion, the Plan Commission voted 7-0 <br />to recommend to the Town Council tv approve the rezone with the stipulation there could <br />be no dance halls, nightclubs, or bars. Councilman Worthen asked if there was any <br />buffering with the lighting. Mr. Holloway told the council the neighbors had expressed <br />they did not have a problem with this rezone and building. A motion was made by <br />Councilman Bryant, second by Councilman Worthen to approve Ordinance # 9, 2004 to <br />rezone Lots 3 & 4 of Samuel Moore's Addition from Residential to B-3. Motion carried <br />3-0 with Councilman Mathis abstaining. <br />Jerome Witte appeared for Marty Witte an a drainage issue in Brookmore that had been <br />tabled from the last meeting. Councilman Worthen told the council he had met with <br />Marty at the problem drainage area and the problem has been whether the drainage could <br />be done within the Town easements, Joe has not shot the elevations as of yet. They can <br />drain to the north side in the middle to the north end of the four~plex, the south side they <br />cannot drain to the middle, however, there is a very goad possibility they can drain south <br />in a covered pipe with the drainage tle that is coming under Lehr Drive to the south <br />corner and can possibly put a catch basin there and go over the top of it and drain that <br />area further south to Merriman Road in a covered pipe and from Merriman Road go thru <br />a ditch and drain it on to Old St. Rd. 67, which is where we are trying to get the drainage <br />too anyhow. That would alleviate getting easements in the west area to their south corner. <br />He told the council he had promised Marry and was now promising Jerome he could get <br />that informatan to them hopefully before the next meeting. <br />
