1036
approve Olive Oak/Mt. Olive as being in substantial compliance and approve the CF-1.
Motion carried 4-0-1 abstention by Councilman Langley.
Pro-Build was next. Brian Allen and Steve Schroeder were present from the company.
Jeff Pipkin gave his report on the company and then Councilwoman Perry gave her
report. A motion was made by Councilwoman Perry with a second by Councilman
Mathis to approve Pro-Build's CF-1 as being in substantial compliance. Motion carried
5-0.
Nice-Pak was next. Brent Denneman and Steve Bennett were present from the company.
Jeff Pipkin gave his report on the company and Councilwoman Perry gave her report. A
motion was made by Councilwoman Perry with a second by Councilman Mathis to
approve Nice-Pak's CF-1 as being in substantial compliance. Motion carried 5-0.
PacMoore- Adam Rawlings and Scott Reed were present for the company. The original
SB-1 estimated 100 employees, currently they are at 93. Jeff Pipkin gave the report on
the company. Councilwoman Perry gave her report saying since 2007 the company had
not met the estimated employees from the SB-1. A motion was made to not approve the
CF-1 because the company was not in substantial compliance. No second was forth
coming. Councilman Langley asked if with the matrix scoring, would the company still
qualify? Jeff Pipkin answered they would still qualify. A motion was made by
Councilman Langley with a second by Councilman Cook to approve the CF-1 as being in
substantial compliance. Motion carried 4-1. Councilwoman Perry opposed. Council
President commented the employees are phased in over the entire abatement period. But
he did agree with Councilwoman Perry that he would like to see a little better record.
keeping. The latest abatement the company received will not turn in a CF-1 until next
year. Currently there are 14 job openings. They are now advertising locally.
TOA-Jeff Pipkin gave a report on all of the company's abatements. Councilwoman Perry
made a motion to approve TOA's CF-1's as being in substantial compliance.
Councilman Mathis gave the second. Motion carried 5-0.
Cougar Bag--this abatement has since expired.
Ambassador Steele- No one present from this company. The council talked about this
two meetings ago. The company reported 34 employees but the SB-1 in 2005 said 6
additional employees making total of 40 employees. Jeff Pipkin reported he had found
that the company had a subsidiary company with 94 employees, but the original fling
was with Ambassador Steel and not the subsidiary company. Councilwoman Perry read
her report saying the company had never met the 40 employees since May of 2005 and
she made a motion to not approve the company's CF-1. There was not a second to the
motion forthcoming so the motion failed. This is the last year for Ambassador Steele's
abatement. Councilman Langley asked about the matrix scoring and they would have
still qualified for the six year abatement on real estate. The personal property abatement
was for five years and has rolled off. Councilman Mathis wanted the representative from
the company to come before the council before voting, but the company has forty five
days to voting on the CF-1 and it had already been forty-two days. A motion was made
by Councilman Cook with a second by Councilwoman Perry to find Ambassador Steele
not substantially compliant. Motion carried 5-0.
ET Works-Jeff Goodman was present and everything is still under construction and
hadn't been assessed yet. At the time of the abatement they had 54 employees, now
actual is 98and they haven't hired all the people with the new expansion. There is a
possibility for a partial abatement but doesn't have actual figures yet so really do not
know how to proceed. A motion was made by Councilwoman Perry with a second by
Councilman Cook to approve the CF-1. Motion carried 5-0.
