(53) Lowest Floor - The lowest floor or the lowest enclosed <br /> area (including a basement) , but not including an <br /> unfinished or flood-proof enclosure that is usable solely <br /> for parking of vehicles or building access . <br /> (54) Maintenance - Cleaning, removing obstructions from and <br /> making minor repairs to a drainage facility so that it <br /> will perform the function for which it was designed and <br /> constructed. <br /> (55) Manufactured BMP - A structural BMP designed for <br /> stormwater quality treatment constructed of a combination <br /> of manmade materials at an off-site facility. <br /> (56) Mineral Extraction - The removal of oil, gas, coal, ore, <br /> gravel, sand, aggregate or other resources from below the <br /> surface of the land. <br /> (57) MS4 - Municipal Separate Storm Sewer System as defined by <br /> 327 IAC 15-13-5 section 5 (43) . <br /> (58) NFIP - The National Flood Insurance Program.
