13 . 1 . 3 Connect, or allow to be connected any <br /> stormwater system to a sanitary sewer without <br /> the written permission of the owner. <br /> 13 . 1 .4 No person shall dump, deposit, release, leak, <br /> pump, pour, emit, empty, discharge, inject, <br /> bury, or dispose of any oil, anti-freeze, <br /> herbicide, pesticide, fungicide, animal, pet <br /> or human excrement or any other solid, <br /> liquid, or hazardous waste to any part of the <br /> storm drain system or on any public or <br /> private premises in the Town. <br /> 13 . 1 . 5 No person shall dispose of any leaves, brush, <br /> sticks, dirt, landscape debris, or other yard <br /> waste (which includes grass clippings) to any <br /> part of the storm drain system.
