March 15, 1988 <br /> <br /> The regular meeting of the Mooresville Town Board of Trustees was called to <br />order at 7:30 p.m. Tuesday, March 15, 1988 by Board President Jack Forbes. <br /> <br /> Trustees present were Dick Heald, Pat Overholser, Steve Edwards and Jack <br />Forbes. Trustee Mike Fiscus was absent. <br /> <br /> The minutes of the previous board meeting were approved as submitted. <br /> <br /> Board President Forbes introduced Boy Scout Troop 230 who were attending the <br />meeting as part of earning their citizenship merit badge. Troop leader Don Adams <br />introduced Tim Wingate who will become an eagle scout within the next week. <br /> <br /> Dianne Grindean appeared before the board seeking permission to hold the annual <br />Easter Seal roadblock onApril 16, 1988 from 9:00 a.m.-3:30 p.m. Permission was <br />granted on a motion from Trustee Heald. Second Trustee Edwards. Motion carried. <br /> <br /> Board Attorney Tim Currens reported to the board that in regard to re- <br />issuing the 1984 Sewage Works Bond the market is not favorable for this action <br />at this time. The town has completed all necessary preparation to proceed with <br />re-issuing the bond when the market is feasible. <br /> <br /> Ken Sims, Vice President of General Cable appeared before the board to get <br /> a franchise with the Town of Mooresville. Mr. Sims advised the board his company <br /> covers the west side of Morgan County and in the event the town extends the buffer <br /> zone to include part of the area General Cable services this contract is necessary. <br /> Motion was made by Trustee Heald and second by Trustee Edwards to approve General <br /> Cable franchise. Motion carried. <br /> <br /> Ron Hochins from Indiana Bell appeared before the board seeking permission <br /> to repair a buried telephone cable in the Old Town Cemetery. Motion was made by <br /> Trustee Overholser to approve this repair. Second by Trustee Heald. Motion <br /> carried. <br /> <br /> Motion was made by Trustee Heald to approve the amended personnel policy as <br /> submitted. Trustee Overholser second. Motion carried. <br /> <br /> Motion was made by Trustee Edwards and second by Trustee Heald to accept the <br /> employment contracts of volunteer firemen. Motion carried. <br /> <br /> Motion was made by Trustee Edwards and second by Trustee Overholser to accept <br /> the AT&T telephone system. <br /> <br /> Motion was made by Trustee Heald authorizing the Board President and Clerk- <br /> Treasurer to enter into a suitable lease-purchase contract to finance the telephone <br /> system for the town. Trustee Edwards second. Motion carried. <br /> <br /> A one year maintenance agreement with the option to approve an additional year <br /> at the same rate was approved by a motion by Trustee Edwards and second by Trustee <br /> Overholser. Motion carried. <br /> <br /> Motion was made by Trustee Overholser to amend the salary ordinance to set the <br /> EDC salary at $24,500.00 plus car insurance andmileage. Motion second by Trustee <br /> Heald. Motion carried. <br /> <br /> Board Attorney Currens read Ordinance #4-1988 which amends Ordinance #17-1987. <br /> Motion was made by Trustee Edwards to approve said ordinance. Second by Trustee <br /> Overholser. Motion carried. <br /> <br /> Street Superintendent Joe Beikman submitted a proposal to continue installing <br /> continuous lighting on High Street, Main Street, Monroe Street and Indianapolis <br /> Road to Old State Road 67. The beard advised Superintendent Beikman to keep all <br /> lights which now exist in town. <br /> <br /> Motion was made by Trustee Overholser to approve the continous lighting purposal <br /> as submitted and keep all existing lights in town. Trustee Edwards second. Motion <br /> carried. <br /> Park Superintendent Brent Callahan advised the board that the Park Board has hired <br /> an intern to run a sum~mr recreation program for the park district. The bond issue <br /> for the swimming pool is proceeding as planned. <br /> <br /> <br />
