FINDINGS OF FACT <br /> <br /> This matter came before the Town Council of the Civil Town of Mooresville this 7th day <br />of Mamh, 2000 in regular session on a public hearing with notice pursuant to the provisions of <br />IC 6-1.1-12.1 et seq. and the following Findings of Fact are now made: <br /> <br /> 1. That on the 15th day of February, 2000 the Town Council of the Civil Town of <br />Mooresville adopted a Resolution establishing an Economic Revitalization Area pursuant to the <br />provisions of IC 6-1.1-12.1 et seq., as currently codified, establishing an Economic <br />Revitalization Area in the Town of Mooresville, Morgan County, Indiana more particularly <br />described in the attached Exhibit "A". <br /> <br /> 2. Notice of this hearing was properly published pursuant to IC 6-1.1-12.1-2.5 and IC 5- <br />3-1, the proofs of said publication having been made in the Mooresville Times and the <br />Martinsville Daily Reporter more than ten (10) days prior to this hearing, which proofs <br />publication are attached hereto and marked as Exhibits "B" and "C" respectively and made a part <br />hereof by this reference. <br /> <br /> 3. The area so designated is in the Town of Mooresville and which has become <br />undesirable for normal development and occupancy due to a lack of development, cessation of <br />growth, failure of appropriate infrastructure and improvements and other facts which have <br />impaired values and prevent a normal development of the property. The factors supporting such <br />findings include: areas not located in an area desirable for normal development and occupancy <br />and there are factors which prevent normal growth in efficient and normal use of the property. <br /> <br /> 4. The improvement of the real estate described herein would be a public utility and <br />would be to the benefit and welfare of all citizens and taxpayers of the Town of Mooresville. <br /> <br /> 5. The subject real estate is properly zoned and would be in conformity with the <br /> <br /> <br />
