I AN AMENDMENT TO ORDINANCE NO. 18, 1979 FLOOD DAMAGE PREVENTION ORDINANCE FOR THE TOWN OF HOORESVlLLE, INDIANA ORDINANCE NO. /:.. , 1982 ARTICLE I. AUTHORIZATION, FINDINGS, PURPOSE AND OBJECTIVES: Section 1. Statutory Authority; The Legislature of the State of Indiana has authorized the Board of Trustees of the Town of Hooresville, Indiana, to adopt regulations designed to promote public health, safety and general wel- fare of its citizens pursuant to I.C. (1971) 18-7-S-l, in- cluding the adoption of flood damage prevention ordinances. Therefore, the Board of Trustees of Hooresville does ordain as follows: Section 2. Findings of Fact: A. The flood hazard areas of the Town of Mooresville are subject to periodic inudation which results in loss of life and property, health and safety hazards, dis- ruption of commerce and governmental services, extraordinary public expenditure for flood protection and relief and impair- ment of the tax base, all of which adversely affect the public health, safety and general welfare. B. These flood losses are caused by the cumulative effect of obstructions in areas of special flood hazards, which increase flood heights and velocities, and which when inadequately anchored cause damage in other areas. Uses that are inadequately flood proofed, elevated or other- wise protected from flood damage also contribute to the flood loss. Section 3. Purpose: It is the general purpose of this Ordinance to promote the public health, safety, and general welfare, and to minimize public and private losses due to flood conditions in specific ares by provisions de- signed: A. To protect human life and health;
