Preventing or regulating the construc- <br /> <br />tioD of flood barriers, which will unnaturally divert flood <br /> <br />waters which may increase flood hazards in other areas. <br /> <br />ARTICLE II. <br /> <br />DEFINITIONS: <br /> <br />Section 1: <br /> <br />Unless specifically defined below, words <br /> <br />or phrases used in this Ordinance shall be interpreted as to <br /> <br />give them the meaning they have in common usage and to give <br /> <br />this Ordinance its most reasonable application. <br /> <br />Section 2: <br /> <br />Specific Definitions: <br /> <br />A. "Appeal'· means a request for review of <br /> <br />the Building Inspector's interpretation of any provision of <br /> <br />this Ordinance or a request for a variance. <br /> <br />B. "Area of special flood hazard" means the <br /> <br />land in the flood plain within the Town of Mooresville subject <br /> <br />to a 1% or greater chance of flooding in any given year. <br /> <br />C. "Base flood" means the flood having 1% <br /> <br />chance of being equaled or exceeded in any given year. <br /> <br />D. "Development" means any man-made change <br /> <br />to improved or unimproved real estate, including but not limited <br /> <br />to, buildings or other structures, mining, dredging, filling, <br /> <br />grading, paving, excavating, or drilling operations located <br /> <br />within the area of special flood hazard. <br /> <br />E. "Existing mobile home park or mobile <br /> <br />home subdivision" means a parcel of land that is divided into <br /> <br />two or more mobile home lots for rent or sale for which the <br /> <br />construction of facilities for servicing the lot on which the <br /> <br />mobile home is to be affixed (including at a minimum, the in- <br /> <br />stallation of utilities, either final site grading or the <br /> <br />pouring of concrete pads, and the construction of streets) is <br /> <br />completed before the affective date of this Ordinance. <br /> <br />F. "Expansion of an existing mobile home <br /> <br />park or mobile home subdivision" means the preparation of ad- <br /> <br />ditional sites by the construction of facilities for servicing <br /> <br />-3- <br />
