An improvement location permit shall be obtained before construction or development begins within any area of special flood hazard established in Article III, Sec- tion 2. Application for an improvement location permit shall be made on the forms furnished by the Building Inspector for the Town of Mooresville, and may include but not be limited to: plans in duplicate drawn to scale, Showing the nature, location, dimensions and elevations of the area in question; existing or proposed structures, fill, storage of materials, drainage facilities; and the location of the foregoing. Specifically, the following information is required whenever it is determined by the Building Inspector that the proposed construction or development would lie within an area of the special flood hazard as established in Article III, Section 2. A. Elevation in relation to mean sea level, of the lowest floors, (including basement) of all structures; B. Elevation in relation to mean sea level, to which any structure has been flood proofed; C. Certification by registered professional engineer Or architect that the flood proofing methods for any non-residential structure meet the flood proofing criterian in Article IV, Section 2; D. Description of the extent to which any water course will be altered or relocated as a result of pro- posed development. Section 3. Duties and Responsibilities of the Building Ins ector of the Town of Mooresville, Indiana: Shall include, but not be limited to: A. Review of all improvement location per- mits to determine that the permit requirements of this Or- dinance have been satisfied. B. Review all permits to assure sites are -9-
