The costs of providing governmental <br /> <br />services during and after flood conditions, including main- <br /> <br />tenance and repair of public utilities and facilities, such <br /> <br />as sewer, gas, electrical and water systems, and streets and <br /> <br />bridges, <br /> <br />E. Upon consideration of the factors of <br /> <br />Section 0 and the purposes of this Ordinance, the Moores- <br /> <br />ville Board of Zoning Appeals may attach such conditions to <br /> <br />the granting of variances that it deems necessary to further <br /> <br />the purposes of this Ordinance. <br /> <br />F. The Building Inspector shall maintain <br /> <br />the records of all appeal actions, including technical <br /> <br />information and report any variances to the Indiana Depart- <br /> <br />ment of Natural Resources and the Federal Insurance Admini- <br /> <br />stration upon request. <br /> <br />Section 2. <br /> <br />Conditions for Variance: <br /> <br />A. The Mooresville Board of Zoning Appeals <br /> <br />may consider issuing a variance to the terms and provisions <br /> <br />of the Floodway (FW), Floodway Fringe (FF) or Flood Plain <br /> <br />(FP) Districts provided the applicant offers that: <br /> <br />(1) There exists a good and sufficient <br /> <br />cause for the requested variance; <br /> <br />(2) The strict application of the <br /> <br />terms of this Ordinance will constitute an exceptional <br /> <br />hardship to the applicant, and; <br /> <br />(3) The grant of the requested vari- <br /> <br />ance will not create additional threats to public safety, <br /> <br />cause additional public expense, create nuisances, or conflict <br /> <br />with existing laws or ordinances. <br /> <br />B. The Mooresville Board of Zoning Appeals <br /> <br />may issue a variance to the terms and provisions of the <br /> <br />Floodway (FW), Floodway Fringe (FF) or Flood Plain (FP) <br /> <br />Districts subject to the following standards and conditions: <br /> <br />-13- <br />
