The costs of providing governmental services during and after flood conditions, including main- tenance and repair of public utilities and facilities, such as sewer, gas, electrical and water systems, and streets and bridges, E. Upon consideration of the factors of Section 0 and the purposes of this Ordinance, the Moores- ville Board of Zoning Appeals may attach such conditions to the granting of variances that it deems necessary to further the purposes of this Ordinance. F. The Building Inspector shall maintain the records of all appeal actions, including technical information and report any variances to the Indiana Depart- ment of Natural Resources and the Federal Insurance Admini- stration upon request. Section 2. Conditions for Variance: A. The Mooresville Board of Zoning Appeals may consider issuing a variance to the terms and provisions of the Floodway (FW), Floodway Fringe (FF) or Flood Plain (FP) Districts provided the applicant offers that: (1) There exists a good and sufficient cause for the requested variance; (2) The strict application of the terms of this Ordinance will constitute an exceptional hardship to the applicant, and; (3) The grant of the requested vari- ance will not create additional threats to public safety, cause additional public expense, create nuisances, or conflict with existing laws or ordinances. B. The Mooresville Board of Zoning Appeals may issue a variance to the terms and provisions of the Floodway (FW), Floodway Fringe (FF) or Flood Plain (FP) Districts subject to the following standards and conditions: -13-
