2119 <br />May 19, 2026 <br />The Mooresville Town Council met in regular session on May 19,2026 at 6:30 pm at the <br />Mooresville Government Center. <br />Council members present were Tom Warthen, Greg Swinney, Jeff Cook, Josh Brown and Kirk <br />Witt. Attorney Chou -it Lee was also present. <br />Tom Warthen gave the invocation and called the meeting to order. <br />Approval of Minutes from May 5,2026 — Councilman Brown motion to approve the minutes <br />as amended, seconded by Councilman Witt. Motion carried 4-0-1. Councilman Cook <br />abstained. <br />Unfinished Business- Council members noted concerns related to pedestrian safety from <br />Main Street to N. Indiana Street in the school zone. Banning Engineering recommended <br />updated signage like installations currently located on Monroe Street, including enhanced <br />crosswalk warning signs and flashing pedestrian indicators. <br />Additional concerns were raised regarding speeding along Indiana Street and whether the <br />issue involved signage, enforcement, or both. Recommendations included placing waring <br />signs further north and south of the school zone to improve driver awareness. <br />Council members discussed extending reduced speed 200 feet from the Carlisle crosswalk, <br />or 100 feet from the school property line south toward Main Street. <br />Councilman Cook motioned to begin the formal process of lowering the speed Limit to 25 <br />MPH, seconded by Councilman Brown. Motion carried 4-1. Councilman Warthen opposed. <br />New Business- Dale Coffey stated he was present on behalf of Charles and Pamela Wilson, <br />who were also in attendance, regarding their petition to vacate a portion of a plated alleyway <br />adjacent to their property at 101 W. South Street in Mooresville. Mr. Coffey explained the <br />alley is a plated 20 -foot alleyway and that the Wilsons were requesting vacation of a 20 foot <br />by 50 -foot portion adjoining the southern part of their property. He stated the alley has never <br />been used as a functioning alley way to his knowledge and is currently overgrown with <br />vegetation, fenced off, and impassable. <br />Council members noted concern that the matter had been advertised as a public hearing <br />even though it was not formally listed as a public hearing on the agenda. Mr. Coffey stated <br />he had no objection to tabling the matter for consideration at a future meeting. <br />Councilman Brown motioned to table the request, second by Councilman Swinney. Motion <br />carried 5-0. <br />
