2121 <br />Old Dominion Freight Line, INC, Personal Property Resolution 4-2023. They estimated an <br />investment of $1,375,000, while the actual investment was $1,359,727. They estimated <br />employment at 125 positions, but the actual employment reached 79 positions. <br />Councilman Swinney motioned to find Old Dominion Freight Line in compliance, seconded <br />by Councilman Brown. Motion carried 5-0. <br />Department Head Reports- Fire Chief Ames stated the hiring process is still ongoing and <br />will end on May 291h. Approximately 90 applicants have submitted applications. Testing is <br />schedule for June 13th, and interviews will take place the week of June 23. <br />This is EMS week, and we are providing lunch for the crews from Brown, Madison, and <br />Monroe over the next three days at the Brown station. Awards banquet will be held May 30th <br />at the Eagles at 5:00 p.m. <br />Another major project the fire department is working on is a bid system based on seniority <br />that may be opened annually, allowing personnel the opportunity to trade shifts and make <br />schedule adjustments. <br />Police Chief Buckner reported staffing is now officiallyfull, with a recent academy graduate, <br />another officer currently attending the academy. Office Farrell previously certified in Virginia <br />already cleared through ILEA and working patrol duties. The department is also rotating new <br />fleet vehicles while trading out older units to improve long-term maintenance costs. <br />Legal Counsel Comments -There were none. <br />Public Comments- Kim Bauer mentioned pedestrian accessibility and safety <br />improvements, including the installation of a crossing sign near Morgan and Indiana. <br />Approval of Claims- A motion to approve the payment of claims for $770,184.65 was made <br />by Councilman Swinney, seconded by Councilman Brown. Motion carried 5-0. <br />Approval of Payroll Clearing- A motion to approve the payment of payroll clearing for <br />$240,855.36 was made by Councilman Swinney, seconded by Councilman Brown. Motion <br />carried 5-0. <br />Council Comments - The council expressed support for improving organization, <br />consistency, and efficiency in code enforcement procedures while maintaining appropriate <br />coordination with law enforcement when required. The recommendation to establish a <br />dedicated code enforcement officer or liaison role would centralize process for tracking and <br />managing problem properties. <br />
