MOORESVII,LE PLAN COMMISSION <br /> MINUTES <br /> THURSDAY, MAY 22, 2003 <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, May 22, 2003, at 7:00 <br />P.M. at the Mooresville Town Hall. <br /> <br />Commission members present were: Mike Young, Chairman, Robert Williamson, Robert Corbin, <br />Charles McGuire, Chris Crouch, Troy Bryant, Jim Bruner, and John Ehrhart. Tim Bennett was <br />absent. Town Attorney, Tim Currens, was present. <br /> <br />A motion was made by Commissioner Bruner, second by Commissioner Corbin, to approve the <br />minutes of April 24, 2003. Motion carded 8-0. <br /> <br />First on the agenda was Clark Boncquet, 12738 N. Slideoff Road, which was tabled from the <br />April 24th, meeting. He was requesting a rezone from R-1 to R-2. He brought in pictures to <br />show what he was planning on doing. He has talked with the Health Department and he will be <br />putting in a new septic system. He has an estimate on the cost and where the septic system <br />should be placed. Randy Staley will be faxing the soil analysis to the Board of Health today. He <br />will have to get with the property owner to the south of him to get permission for the perimeter <br />drain over his property and down to the creek. He has gotten a driveway permit from the county. <br />Mr. Williamson asked if he had looked into getting the electrical system divided to both units. <br />Mr. Boncquet said he was getting it separated and a new service entrance, boxes, and meters. He <br />said it would be inspected. Mr. Young said there was a question about the parking, and was told <br />it did not need to be paved. Mr. Boncquet wanted to know if after he had the electrical inspected <br />and was waiting for the Health Department decision, could he have someone rent the unit. Mr. <br />Bruner stated he was not adding bathrooms, but just breaking it into two units. Mr. Boncquet <br />said that was right. Mr. Currens said he could not rent the unit until he got the approval from the <br />Board of Health, because it was a health and safety issue. <br /> <br />Mr. Young asked if there were any questions from the audience, there being no questions he <br />asked if there was a motion to approve or disapprove the rezone. Motion was made by <br />Commissioner Williamson, second by Commissioner Corbin, to approve the rezone from R-1 to <br />R-2 pending the approval from the Board of Health for the septic system and the inspection of <br />the electrical system. Motion carried 8-0. <br /> <br /> Mr. Currens stated this would go to the Town Council for approval when he gets the electrical <br /> system and approval from the Board of Health, for approval. He should call Sandra Perry to be <br /> placed on the Town Council agenda. <br /> <br /> Next was Larry Long, 32 West High Street, requesting a rezone from R-1 to B-1 for Lot 4, Block <br /> 25. He has withdrawn the two lot minor plat and is now asking for a rezone from R-1 to B-1. <br /> There will be a garage built on the back of the lot for storage. Commissioner Bryant asked if he <br /> had considered getting a variance of use. Mr. Long said the remodeling had changed the inside <br /> so that it could not be used as single-family dwelling. <br /> <br /> <br />
