MOORESVILLE PLAN COMMISSION <br /> MINUTES <br /> THURSDAY, JUNE 26TM, 2003, 7:00 PM <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, June 26, 2003, at <br />7:00 P. M. at the Mooresville Town Hall. <br /> <br />Plan Commission members present: Chairman Mike Young, Chris Crouch, Robert <br />Corbin, Tim Bennett, Jim Bruner, and Troy Bryant. John Ehrhart, Charles McGuire and <br />Robert Williamson were absent. Town attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner Crouch, second by Commissioner Corbin to <br />approve the minutes of the May 22, 2003 meeting. Motion carded unanimously. <br /> <br /> First on the agenda was Jerry Thomas, Assistant Pastor at Springhill Ministries, <br /> requesting a rezone from R-1 to B-1 for the house located on St. Rd 144 that used to be <br /> the parsonage for Springhill Church. This home is to be the Pregnancy Care Center. <br /> Commisioner Crouch asked if the rezone was for the whole church and Mr. Thomas <br /> answered no, just the parsonage. Commissioner Bryant asked if anyone had occupied the <br /> building and Mr. Thomas said no, it was unoccupied at this time and the church had <br /> purchased the house from Mr. Bill Wright. Chairman Young asked if this was Lot 1 and <br /> Mr. Thomas answered yes and the apartments were Lot 2. Commissioner Crouch asked <br /> if the driveway was separate. Mr. Thomas told the commission the drive was a horseshoe <br /> shape, the fa'st part going to the house and a lane going back to the apartments. He said <br /> there was room for four parking spaces on the side of the house and parking in the <br /> horseshoe area. Commissioner Crouch asked if the house was on sewer. Answer: yes. <br /> Commissioner Bennett asked how many employees. Mr. Thomas said three on the staff <br /> and they were going to add parking. They won't allow people to park on the side of the <br /> lane to the apartments. He said they were hoping to add ten parking spaces. Mr. Thomas <br /> told the commission that the center would probably have 7-10 clients per day, they were <br /> open three days a week, Monday, Wednesday, and Thursday from 10:00 AM to 6:00 PM <br /> on Monday and from 10:00 AM to 4:30 PM on Wednesday and Thursday. He said that <br /> in the Fall thte~c~.~r~e l~ojpi,ng to be open four days a week. Commissioner Crouch asked if <br /> the property .~bf t~'~'gome was owned by the Fire Department and was told the Town <br /> owned the property. A motion was made by Commissioner Crouch, second by <br /> Commissioner Bmner to recommend to the Town Council to approve the rezone subject <br /> to the addition of ten parking spaces. The vote was four in favor and two opposed. Troy <br /> Bryant and Tim Bennett were opposed. Attorney Tim Currens told them this rezone <br /> would be tabled to the July, 2003 meeting of the Plan Commission. Judy Perry asked <br /> why Troy and Tim were opposed. Commissioner Bryant said he wanted a variance <br /> because if for some reason the pregnancy center would leave and another B-1 business <br /> goes in there would be more need for parking and there would be more traffic. Judy <br /> Perry asked what other kinds of business was B-1. Commissioner Bryant answered <br /> Professional business such as 15octors, Dentists, Real Estate, Insurance companies, etc. <br /> Bob Miller asked if they could open on a temporary permit.
