He told the <br /> Commission Bridge Street and the bridge should be four lane. <br /> <br /> Tom Reedy, 401 Conduitt Drive spoke against rezoning because of traffic. Alan Bennett, 426 <br /> Tulip Drive, an engineer, said the traffic pattern needs to be examined. Wendall Trogden, 452 <br /> Tulip Drive, asked why traffic studies wouldn't be done before rezoning. Motion was made by <br /> Commissioner Pygrnan, second by Commissioner Marshall to recommend to the Town Council <br /> rezone to PUD-C with the next step a preliminary plat approval hearing. Motion carried 6-0. <br /> This will be heard by the Town Council on August 3, 1999, at 6:30 P.M. <br /> <br />Next, Ross Holloway presented a rezone request for Raymond PUD-C to Residential for <br />Condominiums. This property is located on North Indiana Street and is the location of former <br />Morningstar Studios. Holloway & Associates now occupy the building. Lot A-1 is to remain as <br />a B-1 zoning, approximately remaining 2 '/2 acres was where Behavioral Health Center was <br />proposed, requesting for Condos. There would be seven units, minimum of~000 square feet, <br />one story, two bedrooms, one car attached garage, exterior full brick except for gable ends, and <br />sidewalks. There will be an association with association fees for maintenance. The association <br />will maintain the lift station. Dave Wentz, 169 N. Indiana Street told the Commission he <br />approves of this, but wants owner occupied in the covenants. Mr. Holloway doesn't want to <br />restrict to this because of marketability. Approximate purchase cost - $65,000 to $70,000 and <br />$50 to $60 a month maintenance fee. Motion was made by Commissioner Bennett, second by <br />Commissioner Pygrnan to recommend to Town Council to rezone subject to placement of <br />required fire hydrants. Motion carried 6-0. This will come before the August 3, 1999 Town <br />Council meeting. <br /> <br />A request for Two Lot Minor Plat at 337 ½ Bridge Street for Daryl Lee was next on the agenda. <br />This property is located across from former Summit Finishing. At the June 16, 1999 Board of <br />Zoning Appeals meeting, a variance was approved for lot area - setback for 46A and setback for <br />rear of 46-B. There are two existing houses. The house on 46-A has been newly renovated and <br />for mortgage and financial reasons they need lots divided. The Tech Committee approved. <br />Motion was made by Commissioner Young, second by Commissioner Bennett to approve Minor <br />Plat. Motion carried 6-0. <br /> <br />Developers for Marsh appeared before the Commission to show a revision to plat, moving the <br />drainage retention south and a new lane and sidewalk along the north side of Bridge Street. <br />They moved driveway 20 feet because of mounding. Building Inspector Joe Beikman told <br />Commission a plat across Bridge Street was approved with a driveway across from the Marsh <br />previous driveway location. The land across Bridge Street belongs to Arvin Hopkins. The Plan <br />Commission wanted both dhveways to line up across from each other. Motion was made by <br />Commissioner Young, second by Commissioner Marshall to approve drainage change and the <br />moving of the driveway is subject to working with Arvin Hopkins to get alignment.
